## Summary

Palladium International Limited is buying technical assistance and capacity-building services for Bangladesh’s carbon market governance and readiness. The work will support the Government of Bangladesh and relevant agencies, including the Ministry of Environment, Forest and Climate Change, Department of Environment, Power Division, Ministry of Finance and other line ministries. The assignment covers implementation of carbon market rules, Article 6, CORSIA and voluntary carbon market arrangements, authorisation processes, monitoring, reporting and verification, UNFCCC reporting, institutional coordination and inclusive market participation. Expected outputs include governance and coordination tools, an authorisation and safeguards toolkit, CORSIA readiness and reporting support, a government capacity-building programme, and sector readiness briefs identifying future carbon market investment opportunities. Delivery is in Bangladesh and the procurement is for services.

The procurement has reached tender: the buyer invited offers through an open procedure above the applicable threshold. Suppliers must submit their proposals by 22 September 2026 at 17:00 British Summer Time. The contract is scheduled to run from 1 November 2026 to 31 October 2027. Its estimated value is £250,000. The opportunity is intended for qualified suppliers or consortia, and is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. The work is evaluated through the tender process described in the procurement documents. Proposals are to be submitted by email to targetedfund@ukpact.co.uk.

This opportunity suits consultancies, research organisations and specialist firms with experience in carbon market governance, climate policy and international development. Strong candidates will be able to advise governments on Article 6 implementation, CORSIA readiness, voluntary carbon markets, authorisation and safeguards, monitoring, reporting and verification, and UNFCCC reporting. The work also requires the ability to design practical governance and coordination tools, deliver structured training and capacity building for public institutions, and assess sector readiness for future carbon market investment. Suppliers should be able to work across multiple Bangladesh government agencies and coordinate stakeholders effectively. Consortia may be well placed where expertise in carbon markets, institutional reform, climate finance, reporting and in-country delivery needs to be combined.

## Notice

The UK Government's Partnering for Accelerated Climate Transitions (UK PACT) programme is inviting proposals from qualified suppliers or consortia to deliver technical assistance to the government of Bangladesh. Bangladesh is establishing the foundations for participation in high-integrity carbon markets, including Article 6, CORSIA and voluntary carbon markets. While progress has been made through the establishment of a carbon market framework and supporting governance arrangements, further support is needed to operationalise these systems across government, strengthen institutional coordination, and enable Bangladesh to use carbon markets to support delivery of its NDC 3.0 unconditional mitigation targets. The assignment will provide targeted technical assistance and capacity building to strengthen Bangladesh's carbon market governance, authorisation processes, MRV, reporting and institutional readiness. Working with relevant government agencies, including MoEFCC, DoE, the Power Division, Ministry of Finance and other line ministries, the project will support practical implementation of carbon market rules, CORSIA readiness, UNFCCC reporting requirements, and inclusive, high-integrity market participation. Key outputs are expected to include governance and coordination tools, an authorisation and safeguards toolkit, CORSIA readiness and reporting support, a structured government capacity-building programme, and sector readiness briefs identifying future carbon market investment opportunities. The project aims to strengthen Bangladesh's ability to participate in high-integrity carbon markets, unlock climate finance, improve institutional capability, and support implementation of national climate targets. Interested suppliers are invited to review the documentation provided in this notice, and submit their applications to: targetedfund@ukpact.co.uk
