## Summary

The Department for Science, Innovation and Technology (DSIT) is overseeing the procurement process for a project titled "Cable Landing Station Security Guidance." This procurement falls under the "Research services" category, critical for ensuring the security of UK's undersea telecommunication cable network. The contract is valued at £92,400 and has been awarded to Leading Management Services Ltd, trading as LMS Security, a large-scale supplier. The procurement method was selective, utilising a call-off from a dynamic purchasing system. The contract period commenced on 17 March 2026 and will conclude on 5 July 2026, spanning multiple locations, including British Overseas Territories and the United Kingdom. The procurement initiative culminated in the award stage, with the official notice published on 26 March 2026.

The tender presents significant opportunities for businesses specialising in consultancy and cybersecurity services, particularly those focusing on telecommunications infrastructures. Small and medium-sized enterprises (SMEs) could especially benefit, as the procurement suitability favours them. Moreover, the strategic involvement of DSIT, along with the National Cyber Security Centre and the National Protective Security Authority, underlines the project's importance in enhancing national security, thereby offering a compelling incentive for specialised firms to engage with similar future projects. Firms with expertise in creating security guidelines for critical national infrastructures are well-positioned to compete in tenders akin to this one.

## Notice

Undersea cables carry 99%+ of the UK's international internet traffic. These high-capacity data flows underpin the UK's digital economy, national security, and global communications. Cable landing stations (CLS) are a critical part of the UK's subsea telecommunication cable network, acting as the physical interface between undersea cables and terrestrial infrastructure. Due to their strategic importance, CLS are high-value targets for both physical and cyber threats. The Government is committed to strengthening the security of UK cable landing stations. To support this work, we intend to commission an accredited security consultancy to produce security guidance for CLS operators. This work will be jointly overseen by DSIT, the National Cyber Security Centre (NCSC) and the National Protective Security Authority (NPSA).
