## Summary

The NHS Wales Shared Services Partnership - Procurement Services, hosted by Velindre University NHS Trust, has awarded contracts for the supply of testing kits for STIs (Sexually Transmitted Infections) along with syphilis, HIV, HBV, and HCV testing. This procurement falls under the services category with the focus on pathology services within the UK's health sector, reflecting the impact of the Covid-19 pandemic. The contracts have involved emergency procedures to ensure continuity of online self-sampling services when Public Health Wales laboratories faced increased demand due to national Covid-19 testing campaigns. These contracts were awarded through a limited procurement method without prior publication, highlighting their urgency. Key stages of the contracts were completed with respective awards signed on 4th December 2020 and procurement decisions made known on 15th April 2026, indicating the process's completion amidst ongoing challenges during the pandemic.

This tender presents significant opportunities for pathology service providers capable of handling high-volume requests for STI testing kits. Businesses well-suited to compete include large-scale laboratories with expertise in managing both high demand and complex logistics associated with health testing services such as HSL Pathology in London. SMEs specialising in digital health services and innovative postal supply chain solutions may also find niches within this ongoing online self-sampling framework, particularly those with capabilities to support sustainable service expansion across Wales. The awarded contracts ensure a stable and agile testing service provider environment fostering growth potential by participating in crucial public health initiatives managed by NHS Wales amidst challenging conditions.

## Notice

NHS Wales Shared Service Partnership on behalf of Public Health Wales NHS Trust wish to inform the market that due to the Covid-19, global pandemic they are awarding a contract for the provision of Sexually Transmitted Infection testing kits, postal envelopes and any other associated consumables to continue an online service for self-sampling. NHS Wales Trust have been running an online service for self-sampling for STI's since 2018 and will eventually expand to an All Wales Agreement. Public Health Wales laboratories previously supported the expansion which has been agreed by Welsh Government. However, during the first wave of the Covid-19 pandemic, Public Health Wales laboratories were suspended for the use of STI sampling to support the national testing campaign. Therefore in order to enable the provision of STI testing and to continue the patient online service for self-sampling, Public Health Wales awarded a contract to HSL Pathology Lab to continue the testing in private laboratories during the height of the pandemic. However, now that the cases associated with the Covid-19 pandemic are rising further and the Public Health Wales laboratories are overwhelmed with Covid-19 testing, the service are awarding an extension contract to HSL Pathology Lab. The external provider are currently able to deal with 15000 requests a week between now and end of March 2021 in order to ensure continuation of sexual health testing.
