## Summary

The NHS City and Hackney Clinical Commissioning Group (CCG) has initiated a tender, titled "PRJ-1003 City and Hackney CCG Psychological Therapies Alliance," aimed at improving mental health services through an alliance between the voluntary sector and NHS Trusts. This contract falls under the health and social work services category and is focused on the location of London Borough of Hackney and the City of London. Currently, the procurement stage is complete, following a limited procurement method without prior publication, with a notable contract value of £16,712.50 for the financial year 2021/22, signed on 4 January 2021. A critical aspect of this tender is the planned six-month extension to contract terms for continuity during the ongoing merger of the City and Hackney CCG with six other CCGs set for 1 April 2021.

This procurement opportunity offers significant potential for businesses engaged in health services, particularly those that can provide integrated psychological therapy services. Companies specialising in mental health support and wellness initiatives may find this tender aligns well with their capabilities, especially those already familiar with working in collaboration with local health organisations. The extension of contracts during the merger also provides assurance of job continuity, making it an appealing opportunity for businesses to strengthen their partnerships within the healthcare framework of East London.

## Notice

This is an alliance contract which was set between volunteer sector and NHS Trusts and is intended to increase access to an integrated patient-centred service for the improvement of the wellbeing of the City and Hackney residents. City and Hackney CCG is undergoing a merger with 6 other CCGs on 1-Apr-2021 and is intending to issue a short extension (6 months) to all contracts expiring on 31-Mar-2021 to provide continuity during the merger. This is under regulation 72(b)(i) and 72(b)(ii) of the Public Contracts Regulations 2015 because a change of contractor cannot be made for technical reasons and would cause significant inconvenience for the CCG.

### Procurement Information

City & Hackney CCG is being merged with 6 other CCGs to form North East London CCG (NEL CCG) on 1-April-2021. To ensure smooth transition to NEL CCG the CCG is extending all contracts for 6 months where continuity of provider is deemed necessary. The CCG is publishing this notice to signal its intention to directly award a contract, on the grounds that continuing to use the original contractors is necessary during the merger for technical reasons and that changing contractor at this time would cause significant inconvenience to the CCG (PCR 2015, Reg 72(b)(i) and (b)(ii). While consideration has been given to the Coronavirus pandemic response 32(2)(c) is not being cited as the primary reason for the extension. The CCG believes that this supplier is already integrated with other services in East London, and has strong links with local health, social care, community and voluntary organisations. This enables it to deliver services in an integrated way and provide holistic care that meets the needs of local patients. The intended contract extension is for 6 months, to September 2021, and by that time NEL CCG will have been able to complete the merger process, understand where it has multiple contracts for the same services, and make decisions on competitive tendering options for future consolidated contracts as a new organisation.
