## Summary

The NHS City and Hackney Clinical Commissioning Group (CCG) is undertaking a limited tender process for the "PRJ-1004 City and Hackney CCG Primary Care Clinical Support Services", with a total contract value of £183,875 for the year 2021/22. The procurement is classified under health and social work services (CPV code 85000000) and is aimed at providing essential clinical information and facilitation services to improve patient outcomes across GP practices in the London Borough of Hackney and the City of London. This procurement is currently in the award stage, and the contract is intended to be directly awarded without prior publication of a call for competition, following the merger of City and Hackney CCG with six other CCGs, effective from 1 April 2021.

This tender presents a significant opportunity for businesses specialising in healthcare services, particularly those with expertise in clinical support and information management within primary care settings. Businesses that can offer integrated clinical services, on-site training, data analysis, and collaborative approaches with local health and social care organisations are well positioned to compete. The successful integration of such services is essential for achieving improved clinical outcomes, thereby fostering business growth in the evolving landscape of NHS services as the new North East London CCG takes shape.

## Notice

The aim of the service is to provide a comprehensive primary care clinical information and facilitation service for NHS City and Hackney CCG in conjunction with all GP Practices to monitor service deliver and improve clinical outcomes for patients in primary care. City and Hackney CCG is undergoing a merger with 6 other CCGs on 1-Apr-2021 and is intending to issue a short extension (12 months) to all contracts expiring on 31-Mar-2021 to provide continuity during the merger. This is under regulation 72(b)(i) and 72(b)(ii) of the Public Contracts Regulations 2015 because a change of contractor cannot be made for technical reasons and would cause significant inconvenience for the CCG."

### Procurement Information

City & Hackney CCG is being merged with 6 other CCGs to form North East London CCG (NEL CCG) on 1-April-2021. To ensure smooth transition to NEL CCG the CCG is extending all contracts for 12 months where continuity of provider is deemed necessary. The CCG is publishing this notice to signal its intention to directly award a contract, on the grounds that continuing to use the original contractors is necessary during the merger for technical reasons and that changing contractor at this time would cause significant inconvenience to the CCG (PCR 2015, Reg 72(b)(i) and (b)(ii). While consideration has been given to the Coronavirus pandemic response 32(2)(c) is not being cited as the primary reason for the extension. The CCG believes that this supplier is already integrated with other services in East London, and has strong links with local health, social care, community and voluntary organisations. This enables it to deliver services in an integrated way and provide holistic care that meets the needs of local patients. The intended contract extension is for 12 months, to March 2022, and by that time NEL CCG will have been able to complete the merger process, understand where it has multiple contracts for the same services, and make decisions on competitive tendering options for future consolidated contracts as a new organisation.
