## Summary

Bristol City Council is planning to procure a street outreach service aimed at assisting individuals sleeping rough in Bristol. The service is classified under health and social work services, with a projected value of £2,785,000. An important online event for potential providers will occur on 17 March 2021 from 10:00 to 12:00, detailing social value considerations and bidding processes. The contract is expected to commence on 1 October 2021 and will span three years, with an option to extend for an additional two years. The outreach service will be developed in coordination with existing homelessness strategies and aims to function from leased premises in St Judes.

This tender presents significant opportunities for businesses specialising in social services, particularly those focused on outreach and support for homeless populations. Companies equipped to deliver comprehensive engagement strategies, coordinate emergency protocols, and facilitate access to supported housing will find themselves well-suited to bid. Additionally, organisations with experience in partnership working and managing welfare interventions can significantly contribute to reducing rough sleeping in Bristol, thereby aligning with the council's broader goals of enhancing community welfare and resilience.

### Lot Information

Lot 1

Bristol City Council intends to procure a street outreach service for people sleeping rough and is holding an online event on the 17th March 2021 at 10am - 12noon for interested providers. The event will cover social value, how to bid and give an overview of the contract requirements. Please sign up for this event using the Eventbrite link below. https://www.eventbrite.co.uk/e/bristol-street-outreach-service-event-for-potential-providers-tickets-136810681431 The service will have the following elements: * Outreach and engagement with rough sleepers (focussing on people who are longer term or repeat rough sleepers); * Currently envisaged that it will be operating from leased space in New St, St Judes; * Direct access to Outreach Access beds in the adult supported housing pathways; * Potential for some 'day centre' provision to support and engage with those people waiting for supported accommodation (currently this element will be delayed due to COVID-19 restrictions); * Coordination of the Severe Weather Emergency Protocol (SWEP); * Coordination of bi-monthly (every two months) and annual rough sleeper counts in the city; * The provider of this service will take a lead in ensuring that all rough sleeper services work coherently and effectively and has strategic oversight of rough sleeping within the city. This service is seen as our core service requirement and this would be prioritised in circumstances of reduced overall funding from MHCLG and will work in conjunction with a Prevention/New to the streets service. This service is part of our Reducing Rough Sleeping Commissioning Plan that has the following objectives: 1. Reduces levels of people sleeping rough in the city - measured through detailed analysis of the flow of people onto the streets and off the streets, not just reliant on 'snapshots' of information such as nightly counts. 2. Minimises returners / increases resilience - what is it that people need to sustain their accommodation and well-being, and avoid returning to street homelessness?

Renewal: The contract start date is 1/10/2021. The contract length is 3 years with the option to extend for 2 further years.
