## Summary

The Maritime & Coastguard Agency is seeking services related to the management of hazardous and noxious substances with the contract titled "Provision of hazardous and noxious substance service to the Maritime & Coastguard Agency's Counter Pollution and Response Branch." This procurement falls under the industry category of chemicals and oil pollution investigation services. The current stage of the procurement is in the Award phase, with the contract signed on 4th December 2020, and maintaining service continuity is critical for the agency's operations in the UK maritime environment. The procurement was conducted via a limited method, specifically an award procedure without prior publication of a call for competition.

This tender presents an excellent opportunity for businesses specialising in environmental services, particularly those focused on chemical incident management and maritime response. Companies offering expertise in hazardous materials handling, chemical risk assessment, and emergency response strategies would be well-suited to compete for future contracts, as the Maritime & Coastguard Agency has indicated its intent to conduct a market consultation for a future open competition. As the risk of hazardous and noxious substances incidents remains ever-present in UK waters, there is a sustained demand for skilled providers in this field.

## Notice

The provision of a 24 hour, 365 days a year service for expert advice to the MCA on matters arising from chemical incidents.

### Lot Information

Lot 1

The provision of a critical 24 hour service providing technical support for HNS incidents occurring within UK waters. In addition to provide trajectory, environmental fate modelling of chemicals in the sea and atmosphere and in-situ monitoring of vapour concentrations.

### Procurement Information

The risk of HNS incidents in UK waters remains and the MCA requirement for this critical service is unchanged. This service is a key component of its capability to manage any incident involving a HNS and its absence would severely restrict the MCA response to an incident of this type. This service is currently and will continue to be delivered by NCEC until the end of the extension term during which time the MCA will conduct a market consultation with a view to conducting a fair and open competition for a replacement contracted provision of this service.
