## Summary

The procurement process for the "Highway Condition Surveys" contract is being conducted by Stoke-on-Trent City Council. This contract, classified under the CPV code for highways consultancy services, focuses on conducting various surveys on the highway network to address maintenance issues. The procurement method is open, and it was initiated on 15 January 2021, with an approximate value of £1,000,000 which spans a framework period of four years. The contract aims to provide services primarily for the Place, Growth & Prosperity Directorate. This opportunity not only serves Stoke-on-Trent but is also accessible to other relevant contracting authorities in Staffordshire and neighbouring regions.

This tender presents significant opportunities for SMEs and consultancy firms specialising in highways and civil engineering services. Businesses equipped with UKPMS accreditation or those able to undertake SCRIM, SCANNER, or MRM surveys would be particularly well-suited to compete for this contract. Moreover, the framework allows for participation from a range of public sector customers, potentially expanding the market reach for successful bidders beyond Stoke-on-Trent City Council. Tenderers should also consider including a 3% fee in their commercial response to accommodate the council's management costs associated with the framework.

## Notice

To undertake various conditional surveys on the highway network to inform the Highway Authority of maintenance issues. The Contract is primarily to be used by the Place, Growth & Prosperity Directorate to undertake survey works on and off the highway. Stoke on Trent City Council is seeking to appoint a UKPMS Accredited company to carry out a SCRIM survey, SCANNER survey and MRM survey or equivalent. This opportunity is being published by Stoke-on-Trent City Council. The approximate value for Stoke-on-Trent City Council is PS200k over the 4 year framework period. In addition, the City Council is making this framework available to all other relevant Contracting Authorities in Staffordshire. It is proposed that the framework be open to be accessed by the following public contracting authorities. (As such, the value published is PS1,000,000 - this is the projected approximate value, ie. PS800k, for any additional usage by other contracting authorities): * Unitas Stoke-on-Trent Ltd; * All local authorities (including unitary authorities) within the boundaries of Staffordshire, Cheshire, Shropshire and Derbyshire: http://geoportal.statistics.gov.uk/datasets/local-authority-districts-december-2016- names-and-codes-in-the-united-kingdom/data * All higher education establishments in Staffordshire, Cheshire, Shropshire and Derbyshire: https://www.hesa.ac.uk/support/providers * All Further Education Colleges in Staffordshire, Cheshire, Shropshire and Derbyshire: http://findfe.com/searches.php?country=11 and http://findfe.com/searches.php? country=16 * All social landlords with a principal headquarters in Staffordshire, Cheshire, Shropshire and Derbyshire: https://www.gov.uk/government/publications/current-registered-providers-of-socialhousing The City Council will potentially manage the framework on behalf of a range of public sector customers. To meet the cost of doing so, the Council will levy a fee equivalent to 3% of the value of all invoices between suppliers and customers. Where an order is in placed, the Council will invoice a supplier on a monthly basis (or quarterly where the amounts involved are modest). It is therefore crucial that tenderers include and allow for this 3% fee as part of their Commercial Response; All of the above are defined as "Contracting Authorities" within the specification.
