## Notice

The other Local Authorities will be contracting individually with the successful provider.

### Lot Information

Adults

To help align service provision while allowing for borough-level variation, the Framework has been split into two 'Lots': Lot 1 is for Adults. Within Lot 1 there are three separate 'Work Packages' that may be activated independently and at different times by the participating boroughs. The three Work Packages comprising Lot 1 are: 1. Psychosocial Support 2. HIV Prevention, Sexual Health Promotion and Outreach 3. Training, System Leadership and Peer Support Participating boroughs are expected to call off against Lots (and Work Packages within Lot 1) at different points over the lifetime of the Framework to reflect local priorities and population need. Each borough will determine the configuration of the service they each commission based on local priorities and need.

Children, Young People and Families

The scope of the services outlined in this specification are sought to fulfil, at a minimum, key responsibilities around HIV prevention, testing and support based on an evolving population need across a number of London boroughs. The landscape for people living with HIV in England is dramatically different now to what it has been in the past. Enormous advances in pharmaceutical treatments have led to an increase in life expectancy for HIV positive people which for some is almost the same as that of the general population. Living with HIV with an undetectable load and a vastly reduced risk of transmission should mean a better quality of life for people living with HIV as well as emerging and changing needs, similar to those living with other long-term conditions. Nonetheless, there remain some demographic inequities in relation to risk of HIV infection and access to support services that will be addressed through this Framework. On top of this, widespread changes in service user behaviour in light of the Covid pandemic have further highlighted the need for a strong remote service offer that does not further exacerbate existing inequities. These individual and population level challenges require a fresh and innovative approach to commissioning services embodied by the approach taken within this specification. This Framework reflects the trend towards aligning commissioning arrangements at a regional level that broadly mirrors the footprint of the Integrated Care System (ICS). Boroughs included in the Framework from 2021 include London Borough of Newham (LBN, host borough), London Borough of Tower Hamlets (LBTH), London Borough of Waltham Forest (LBWF), London Borough Hackney and the City of London Corporation (LBH&C) and the London Borough of Redbridge (LBR). Providers on the Framework may be asked to take part in a mini competition against individual boroughs' specifications to determine the best Provider(s). The contract length and value of the service will also be confirmed at this time.
