## Summary

The Kirklees Council is conducting a procurement process for a Framework Agreement titled "Framework for Block Contract Opportunities in Care Homes." This initiative falls under the health and social work services category and aims to facilitate block purchasing of beds for short-term stays in residential and nursing homes within Kirklees District. The procurement is currently at the Award stage, with the total contract value set at £15,600,000, and it is effective as of 1st June 2021. The tender process followed an open procurement method, which allows for greater participation.

This opportunity presents significant potential for growth for businesses involved in health and social care, particularly those providing short-term residential solutions. Suppliers capable of offering beds for various needs, including general, dementia, nursing, and other specialist care, will find this tender particularly suited to their services. Businesses already registered with the Care Quality Commission and operating within the Kirklees District are encouraged to participate, as successful bidders will be included in a framework that guarantees them the chance to compete for future contracts.

## Notice

The purpose of this Framework Agreement is to allow Kirklees Council to block purchase beds within residential care and nursing home settings for short term, non-permanent stays. Short term stays are necessary to free up hospital beds, when Service Users are deemed medically fit to be discharged from Hospital but their long term care requirements/packages of care are not immediately available. These beds may also be utilised by people in community settings who require step up provision, for example following a carer breakdown, respite provision or to prevent hospital admissions. Previously the Council has entered into Contracts with care home providers such as the Choice and Recovery Beds, Winter Pressure Beds, and Discharge to Assess Beds. These types of Contracts will in future be competed from this Framework Agreement. The Council is working towards adopting a trusted assessor model of assessment of needs into the Contracts competed from this Framework Agreement. Where a trusted assessor model is required this will be detailed in the specification and further competition documentation for that particular contract. As this Framework is for short term stays, the residential care and nursing homes for the purpose of this Framework must be located within the geographical boundaries of the Kirklees District as; i) it is not practical to transport a person seeking care to residential care and nursing homes outside the Kirklees district; ii) the social workers would not be able to check on a person outside of the Kirklees district; iii) GP registrations for such persons are restricted only to the Kirklees district.
