## Summary

Liverpool City Council has completed a procurement process for the "Urban Outreach and Response Service" aimed at addressing issues related to rough sleeping, street drinking, and associated vulnerabilities. This service, which falls under the health and social work services category, was initiated in response to extreme urgency brought about by the Covid-19 pandemic. The contract involved delivering assertive outreach support to individuals at risk, along with 24-hour onsite assistance for those placed in emergency accommodation. The procurement was conducted via a limited method without prior publication, with key dates including the contract signing on 1st April 2020 and the award status remaining active.

This tender presents significant opportunities for businesses specialising in social services, particularly those experienced in outreach programmes and emergency accommodation solutions. Companies that can efficiently provide support services tailored to vulnerable populations would be well-positioned to compete. Furthermore, with the contract aimed at alleviating homelessness issues exacerbated by the pandemic, there is a growing demand for innovative service models that address these societal challenges while complying with public safety measures.

### Lot Information

Lot 1

This is a 12 month contract for the provision of support to individuals involved with street based lifestyles such as rough sleeping and street drinking. The purpose of this service is to provide a range of support to people engaged in or at risk of rough sleeping and associated activities such as street drinking and begging. This support will include the delivery of Assertive Outreach on the street and other settings where individuals at risk of rough sleeping, street drinking and begging may be located. ### Procurement Information

Due to the Covid 19 pandemic homelessness services had to be delivered differently. Liverpool City Council needed to respond at speed to ensure that anyone at risk of rough sleeping was prioritised for placement into a range of newly resourced emergency accommodation options driven by the national governments 'Everyone In' initiative and to comply with public safety measures introduced as part of the country entering into "lockdown" arrangements. These alternative arrangements had to made urgently and there was insufficient time to run an accelerated procurement under the open or restricted procedures or competitive procedures with negotiation. The scale of change and emergency nature was brought about by unforeseeable events.
