## Summary

The procurement process involves the Department of Health and Social Care, which has initiated a tender for the supply of Ezi-Strap Zip Ties, Tensioner, and Ratchet cutter as part of the high containment sealing system for clinical waste bags at a high throughput lab in Leamington Spa, focused on COVID-19 testing. This process falls under the goods category within the industrial machinery sector. The procurement method employed is a limited award procedure devoid of prior publication, attributed to the extreme urgency arising from the COVID-19 pandemic. Key contract details include a total value of £284,050, with the contract signed on 31 January 2021.

This opportunity can significantly contribute to business growth for suppliers of specialised healthcare products and industrial supplies, particularly those capable of delivering essential goods swiftly. SMEs and larger companies engaged in the manufacturing of clinical waste management equipment and related services may find this tender particularly relevant. Given the urgent nature of the procurement, businesses that can ensure rapid delivery and compliance with stringent health and safety standards will be well-positioned to compete.

### Procurement Information

Negotiated procedure without prior publication1. The COVID-19 outbreak is a Public Health Emergency of International Concern as declared by the World Health Organisation on 30 January 2020. The WHO Director General characterised COVID-19 as a pandemic on 11 March 2020.2. DHSC is satisfied the tests permitting use of the Negotiated procedure without prior publication (Regulation 32(2)(c)) are met:A: As far as is strictly necessary: This item is a critical component to the clinical waste disposal process at the lab, core to its operation in a safe manner. Without this item, the lab cannot be operational with the void in the sample testing waste disposal process.B: There are genuine reasons for extreme urgency: The Government announced its drive to hit Mass Test Targets of 3,000,000 tests per day by January 2021 and the potentially prolonged impacts of the COVID pandemic if it fails to do so. C: It is impossible to comply with the usual timescales in the PCR: Due to the urgency of the requirement to ensure lab operation within the desired timescales, time doesn't allow to comply with required process under the PCRs. This would not meet the required timescales and as such lab operation as intended would be compromised.D: The situation is not attributable to the contracting authority: This is a niche requirement which can only be achieved via the one supply source (Ezi-Dock) to meet the necessary containment capability to maintain safety and risk standards in these unprecedented times.
