### Procurement Information

The need to make a direct award for the Contract is extreme urgency and strictly necessary because:1) There is a requirement to provide detailed information that will support future planning and delivery of mobile testing services as the volume increase in overall testing is needed to support the actions to reduce the impact of the pandemic;2) Due to the increase in infections, there is an increased need to increase testing and provide additional testing resource to the current volumes;3) The unforeseen rise in cases generally of COVID in the UK has meant that there is now an increased requirement to ramp up further testing capabilities across a large number of people. The pilot will demonstrate that MTU (T)'s are able respond more effectively to outbreaks and reduce turnaround times. The units will, depending on operational need, provide processing that is applicable to support multiple use-cases. The units are able to be deployed at short notice, including to remote locations, and thus relieve pressure on central laboratory turnaround times and capacity;4) There have been unforeseen advances made within the testing environment that now provide additional testing routes for COVID-19 which include the ability of manufacturers to make equipment suitable for the use as an accredited laboratory in a mobile setting;5) Delays in the trialling and testing of the trailers would further delay the overall Test & Trace capacity increases required and therefore delaying the award of the contract will directly impact the overall testing capacity within the UK;The current pandemic situation is outside the control of the contracting authority; and6) The time limits to carry out one of the competitive procedures under the PCR15 cannot be complied with because the need is imminent to assess the feasibility of the services.
