## Summary

Birmingham City Council is conducting a procurement process for the "Mass Testing with Lateral Flow Antigen Testing Devices - Employer Spoke" contract, aimed at providing technical testing services in response to the COVID-19 pandemic. This contract falls under the services category and has been awarded to Royal Mail Group Limited, who will facilitate testing for their Birmingham-based employees. The procurement was executed through a limited procedure due to extreme urgency, with the contract valued at £252,000, signed on 8th February 2021. There is an option to extend the contract period of 4 weeks for an additional 8 weeks, depending on ongoing needs, budget availability, and satisfactory performance. The delivery is to be conducted within the UK.

This tender presents significant growth opportunities for businesses involved in rapid testing and public health services, particularly those capable of offering logistical support and technical testing solutions. Companies specialising in health services, diagnostics, or those with experience in emergency response operations would find this opportunity well-suited to their capabilities. Moreover, as the contract is part of a charitable initiative aimed at reducing the spread of COVID-19, businesses aligning with public health goals may enhance their reputational standing while contributing to community welfare.

## Notice

The nature of this pandemic and the pace of the interventions required has led the Council to develop a hub and spoke model across Birmingham for delivery of rapid result testing in a targeted and scaled way to contain the spread of the virus and reduce transmission in higher risk population groups. The aim of this critical service is to capture data about levels of asymptomatic infection in target areas of Birmingham to reduce infection rates and particularly avoid further spread to vulnerable citizens who may develop a serious infection. This contract will specifically enable Royal Mail Group Limited to test their Birmingham based employees throughout their operational shift patterns.
