## Summary

The Whittington Health NHS Trust has established an active Framework Agreement for Payroll and Pension Services, classified under personnel and payroll services, with a total contract value of £7,500,000. The agreement is aimed at providing comprehensive services to current and future members of the North Central London Integrated Care System and other specified organisations. The procurement method is open, with the tender period concluding on 30 March 2021. This initiative is set to run from 14 June 2021 until 13 June 2025, and suppliers can engage via call-off contracts throughout the term of the agreement.

This procurement presents significant opportunities for businesses focused on delivering payroll and pension services, particularly those with experience in automation and customer service enhancements. Companies that specialise in electronic staff record systems and have a track record of reducing errors and increasing efficiency in payroll processing will be well-positioned to compete. The framework promotes a single supplier model, ensuring that businesses can leverage economies of scale and improved service standards within the public health sector.

## Notice

Partners Procurement Service, on behalf of Whittington Health NHS Trust (the "Authority") has established a Framework Agreement for the Provision of Payroll and Pension Services (the "Framework Agreement") that would be available to all current and future members of North Central London Integrated Care System (NCL ICS), and other organisations as set out in the Contract Notice, ("Participating Authorities") who may access the Framework Agreement during its term and enter into contracts under it.

### Lot Information

Lot 1

The Participating Authorities procured a comprehensive payroll and pensions service based on the Electronic Staff Record platform. The specification and commercial model were based around the principle of a core service specification, with optional related services being available to trusts as required. The Participating Authorities intent was to drive shared best practice by moving to a single outsourced payroll and pensions provider, leading to increased economies of scale, a higher standard of customer service and a collective focus on developing and implementing innovative solutions. The Participating Authorities were seeking a supplier dedicated to continuous service improvement, with an emphasis on reducing overpayments, increasing automation, improving the customer experience and reducing errors arising from input mistakes or tardiness of updates either by the Trust or Supplier. Each Organisation who wishes to implement the solution would do so via a Call-off Contract under the Framework Agreement. The Framework would have guaranteed no minimum spend/volume thresholds.
