Invoices must be combined for the Combined Authority to pay on behalf of districts, with the option of multi-year discounts and the ability to pay each year of a long term commitment in turn.A tool that allows the processing of Department for Transport (DfT) Trafficmaster[1] data to obtain and visualise measures of journey times and congestion on local roads. Analysis of the data is essential for the development and monitoring of current strategies at the Combined Authority. It also supports bid work, such as the recent DfT Better Deal for Bus Users opportunities. For districts, the uses include the validation of highway models, to aid scheme design and network management. We require data from 2011 up to the latest release, and for the tool to be kept up to date as the DfT release new data sets.An accessibility planning tool that builds on the 'Accession' software that was developed by the DfT but is no longer supported. The tool must allow accessibility policy to be developed and monitored, and analysis of development sites and transport schemes through journey time analysis to multiple origins and destinations by all modes of transport. Outputs must be visualised in isochrones, with report based outputs available.
