## Summary

The procurement process is led by NHS Wakefield Clinical Commissioning Group for the project titled "West Yorkshire & Harrogate Partnership Inclusion Health Peer Advocacy." Operating within the health services sector, this initiative is centred in Leeds and Bradford. Currently at the Award stage, the contract, valued at £79,411, was signed on 4th March 2021. The tender was initiated as a limited procurement method, specifically through a negotiated approach without publicising a contract notice, reflecting the need for a unique service tailored to the homeless population's needs.

This tender presents significant opportunities for businesses focused on health services, particularly those offering innovative peer-led healthcare solutions. Firms that specialise in data collection, monitoring, and advocacy for marginalised populations would be well-positioned to compete for this contract. The service's aim to enhance healthcare access for the homeless indicates a demand for skilled professionals and organisations capable of building trust within these communities, which could foster growth and collaboration within the region.

## Notice

The purpose of the service it to improve access to health care for the homeless and rough sleeper population within Leeds and Bradford. A digital platform will be used to collect information on the health and wellbeing of individuals who are homeless or rough sleeping. This health information will be obtained by a trained peer who has previously experienced homelessness, who will input this information onto the digital platform. The information collected will then be passed on to a clinical team for review, monitoring and intervention. The service will run for a year and will be evaluated as part of the contract. The service provider will work closely with Leeds City Council and Bradford Metropolitan District Council to ensure the work is connected to each local authority's own work with their homeless and rough sleeping populations.

### Procurement Information

We do not believe that there is another provider who is able to meet the needs of the homeless population in this way and within the required time period. That is, provide a peer-led approach to data collection, which is key to building trust and engagement with the homeless and rough sleeping population, in conjunction with a digital platform that means that the healthcare information can be triaged and acted upon by trained clinicians.
