## Summary

The NHS Business Services Authority is conducting a complete procurement process for the "Atlassian Licences Call-Off Contract" in the IT services sector. This tender is classified under the CPV code 72000000, relating to IT services such as consulting and software development. The procurement method employed is limited, meaning the award procedure was conducted without prior publication of a call for competition. The contract, valued at £300,000, aims to renew current Atlassian software licences for a term of 36 months, allowing adjustments to the volume of licences as needed. Key dates include a signed contract date of 22nd September 2020 and an award status currently marked as active.

This tender presents significant opportunities for businesses engaged in software development and IT services, particularly those that specialise in Agile and DevOps methodologies. Companies that can provide Atlassian software solutions or similar IT services could find growth potential through this contract. Given that the procurement method allows for direct engagement with Atlassian Pty Ltd rather than relying on resellers, organisations with expertise in agile development and collaboration tools are particularly well-positioned to compete in future tenders related to this contract, while also contributing to the NHSBSA's Digital Strategy 2020 - 2023.

## Notice

Renewal of current Atlassian software licences and ability to call-off additional licences up to the maximum contract value for a period of 36 months.

### Lot Information

Lot 1

Renewal of current Atlassian licences for cloud-hosted Software as a Service (SaaS). The Atlassian application suite is a key contributor to 'Our Tools, Process and Governance Help Us', which is one of the five enablers of the NHSBSA's Digital Strategy 2020 - 2023. It supports the successful delivery of NHSBSA's digital transformation projects by managing the workflow, tasks and collaboration across multi-supplier and multi-discipline delivery teams, whilst also being a key component of the NHSBSA's Agile and DevOps methodologies. The volumes of licences can be increased or decreased throughout the contract term. The maximum contract value has been set at a level which caters for unforeseen increase in organisation growth as well as mitigating the risk of significant market factors impacting price.

Options: Volumes of licences can be increased or decreased throughout the contract term, as long as the total expenditure remains within the maximum contract value published within this award notice.

### Procurement Information

This is necessary due to the unique nature of Atlassian's integrated product suite of agile development and collaboration software. These licences are a key contributor to the NHSBSA's Digital Strategy 2020 - 2023, which supports a number of NHSBSA's core services - both internal and public-facing. There is a reseller market available for Atlassian licences, which could allow for a degree of competition to be created. However, this option has been explored previously and for the NHSBSA this route would only add additional cost, an extra tier to manage in the supply chain and add little to no value. Hence, the decision was taken that a direct relationship with Atlassian represents better value for money than a reseller competition.
