## Summary

The Cardiff and Vale University Health Board is extending its contract with the Four Winds Association for the Adult Drop-In Centre service for an additional 12 months due to the disruptions caused by the COVID-19 pandemic. This procurement process is classified under the "services" category, specifically the provision of community services, and is currently at the award stage. The original contract was set to expire on 31st March 2021, and the extension is being facilitated through a limited procurement method without prior publication of a call for competition, ensuring continuous service provision during the transition to a full tender process.

This extension provides a significant opportunity for businesses involved in mental health services, particularly those that offer supportive environments for individuals recovering from mental health issues. Companies with expertise in community service provision, peer support systems, and those specifically providing gender-specific services could find a well-suited niche in this procurement. Additionally, small and medium-sized enterprises (SMEs) are encouraged to participate as they have previously successfully engaged in similar contracts, positioning themselves for future growth and resilience in the recovery phase post-COVID-19.

## Notice

The Mental Health Clinical Board has a requirement to extend the existing contract for the User Led Mental Health Resource Centre Service. The Contract expiry is due on 31st March 2021 in line with the original contract award against Tender 16/2209. As a result of the COVID 19 pandemic, the Mental Health Clinical Board have had to realign priorities and respond to the situation and therefore have not had the time that was originally planned to work on the renewal Tender and therefore seek an annual extension.

### Lot Information

Lot 1

The aim of the service is to provide a welcoming meeting place, services and information on mental health issues and a range of services including opportunities for social contact and peer support, emotional support, information and vocational support. Open Access Resource Centres are attended by people suffering from or recovering from Mental Health issues, all groups provide an environment where members feel confident and comfortable in sharing experiences with others. Where possible gender specific services should be developed e.g. Women only groups.

### Procurement Information

The Cardiff and Vale University Health Board wish to extend the existing contract with Four Winds Association for a 12 month period. The Health Board were not in a position to spend the time originally planned to re-tender the requirements due to the unexpected COVID 19 Pandemic and priorities within the Clinical Board having to change to respond appropriately to the situation. Furthermore by extending the 3rd Sector Contracts for an additional year will help to enable them to recover from Covid which in turn will help in re-stabilising their organisations. Work is now underway to prepare the necessary specification documents to allow a full Tender exercise to renew these contracts in line with this VEAT expiry. The extension will provide seamless service continuation.
