## Summary

The Cardiff and Vale University Health Board is currently extending an existing contract for the BME Mental Health Third Sector services with Diverse Cymru for a duration of 12 months. This decision comes in response to the challenges posed by the COVID-19 pandemic, which affected the Health Board's ability to allocate adequate time for a planned re-tender. The contract is set to expire on 31st March 2021. This process falls under limited procurement, specifically an award procedure without prior publication of a call for competition.

This extension presents significant opportunities for organisations focused on mental health and community services, particularly those with expertise in aiding Black and Minority Ethnic individuals in Cardiff and the Vale of Glamorgan. Businesses offering services such as information and advice, befriending, advocacy, and confidential support are particularly well-suited to compete in the upcoming tender exercise for the re-establishment of these contracts. As the health sector continues its recovery from the pandemic, there is a growing demand for specialised services that cater to diverse communities.

## Notice

The Mental Health Clinical Board has a requirement to extend the existing contract for the BME Mental Health Third Sector Service. The Contract expiry is due on 31st March 2021 in line with the original contract award against Tender 16/2213. As a result of the COVID 19 pandemic, the Mental Health Clinical Board have had to realign priorities and respond to the situation and therefore have not had the time that was originally planned to work on the renewal Tender and therefore seek an annual extension.

### Lot Information

Lot 1

The aim of the service is to provide services to Black and Minority Ethnic people in Cardiff and the Vale of Glamorgan who are affected by Mental Health problems. To provide information and advice, befriending, advocacy and confidential support for individuals, family members and information and awareness raising for carers

### Procurement Information

The Cardiff and Vale University Health Board wish to extend the existing contract with Diverse Cymru for a 12 month period. The Health Board were not in a position to spend the time originally planned to re-tender the requirements due to the unexpected COVID 19 Pandemic and priorities within the Clinical Board having to change to respond appropriately to the situation. Furthermore by extending the 3rd Sector Contracts for an additional year will help to enable them to recover from Covid which in turn will help in re-stabilising their organisations. Work is now underway to prepare the necessary specification documents to allow a full Tender exercise to renew these contracts in line with this VEAT expiry. The extension will provide seamless service continuation.
