## Summary

The NHS Wales Shared Services Partnership is currently involved in a procurement process for the extension of the "Service User and Carer Involvement Service" contract with Cardiff and Vale Action for Mental Health. This contract falls within the services category, specifically the provision of community services. The procurement method used is limited, whereby an award procedure occurs without prior publication of a call for competition. The extension decision was made due to the unexpected challenges posed by the COVID-19 pandemic, which altered priorities within the organisation and led to a lack of time for re-tendering. This contract extension is active, with the awards related to its continuation signed on 4th November 2020 and is due to expire on 31st March 2021.

This tender presents a significant opportunity for businesses, particularly those in the health and social care sector, as it encourages continued engagement and collaboration in supporting mental health services. Companies that can effectively contribute to service user engagement and offer innovative approaches to care are well-positioned to compete in this marketplace. The annual extension not only facilitates seamless service continuation but also allows SMEs focused on mental health and community services to expand their influence and operations in response to recovery efforts from Covid-19.

## Notice

The Mental Health Clinical Board has a requirement to extend the existing contract for the Service User and Carer Involvement Service. The Contract expiry is due on 31st March 2021 in line with the original contract award against Tender 16/2210. As a result of the COVID 19 pandemic, the Mental Health Clinical Board have had to realign priorities and respond to the situation and therefore have not had the time that was originally planned to work on the renewal Tender and therefore seek an annual extension.

### Lot Information

Lot 1

The aim of the service is to create a cohesive, innovative approach to Service User and Care engagement and volunteering that ensures a safe, friendly and professional environment enabling the public to give of their free time to support clinical services in order to improve patient experience

### Procurement Information

The Cardiff and Vale University Health Board wish to extend the existing contract with CAVAMH for a 12 month period. The Health Board were not in a position to spend the time originally planned to re-tender the requirements due to the unexpected COVID 19 Pandemic and priorities within the Clinical Board having to change to respond appropriately to the situation. Furthermore by extending the 3rd Sector Contracts for an additional year will help to enable them to recover from Covid which in turn will help in re-stabilising their organisations. Work is now underway to prepare the necessary specification documents to allow a full Tender exercise to renew these contracts in line with this VEAT expiry. The extension will provide seamless service continuation.
