## Summary

Leicester City Council, in collaboration with Leicester City NHS Clinical Commissioning Group, has completed the procurement process for the 'ASC0262 - Framework Agreements for the provision of Domiciliary Support Service 2020 Lot 1 - General Domiciliary Support in Leicester City'. This tender falls under the health and social work services category and is based in Leicester. The procurement was conducted under the Light Touch Regime, resembling an Open procedure, which provided flexibility in evaluation. The initial contract period is from 29th March 2021 to 9th October 2022, with an option to extend up to 6th October 2024, subject to satisfactory performance. The estimated contract value is £83.3 million for the full 18-month term, with funding variations anticipated over its duration.

This tender presents significant opportunities for small and micro enterprises, as well as voluntary and community organisations keen to participate in the local economy. The emphasis on welcoming tenders from these organisations suggests a ripe environment for businesses able to provide domiciliary support services. With an anticipated increase in the list of approved providers from 25 to 33, businesses specialising in health and social care, particularly those offering flexible or consortium arrangements, are well-positioned to compete for a share of this lucrative framework agreement.

## Notice

Leicester City Council ('the Authority') working with Leicester City NHS Clinical Commissioning Group (CCG) invited Tenders for the provision of Domiciliary Support Service 2020 Lot 1 - General Domiciliary Support in Leicester City ('the Service'). The Authority wishes to ensure that its procurement opportunities are open to small and micro local enterprises and voluntary and community sector organisations as it appreciates the very important role they play in the local economy. Tenders from these organisations were particularly welcomed. The Authority encouraged consortium or sub-contracting arrangements for this procurement opportunity. The Authority conducted this procurement under the Light Touch Regime for Social and Other Specific Services, as set out in the Public Contract Regulations 2015, at Section 7 (Regulations 74 to 77) and Schedule 3. The procurement process was not conducted under the Public Contract Regulations 2015; however, it was similar to that of an Open procedure. The Process, unlike an Open Procedure, included the flexibility, as allowed under the Light Touch Regime with various evaluation stages as detailed in the Invitation to Tender documentation.
