The Covid-19 pandemic has had a devastating impact on Care Home visiting and interactivity with social care and health professionals in Care Homes. The Council require a system that enables personalised care of every resident particularly those living with dementia. The system must meet the following Infection Prevention Fund conditions: * Safe Visiting: The system must provide information to families on activities, food and drink intake of their loved ones, the system will enable video calling. * Limiting movements and cohorting: The system must support those who walk with purpose and should reduce hospital admissions for those with dementia and Alzheimer's

### Procurement Information

The procurement has been awarded utilising the negotiated procedure without prior publication utilising regulation 32(2)(b)(ii) "competition is absent for technical reasons". This is a compliant route to market under the Public Contract Regulations 2015 and Council's Contract Procedure Rules. The contract will be awarded following a 10 day standstill period concluding on 29/03/2021. Due to the proprietary nature of the Reminiscence Interactive Therapy / Activity (RITA) System the Council believes that competition is absent for technical reasons and it is unlikely that there are other systems/contractors presently available with similar system capabilities. The system will be gifted to care providers after the initial 3 year period.
