## Summary

The Ministry of Defence (MOD) has successfully completed the procurement process for the provision of the Load Effects Assessment Program (L.E.A.P). This project falls under the installation services of fitness equipment category and is centred in the United Kingdom. The procurement method utilised was limited, employing a negotiated process without the prior publication of a contract notice, due to the specific technical expertise required. The contract was awarded to Human Systems Incorporated for a total value of £613,000, with the contract being signed on 23rd March 2021.

This tender represents a significant opportunity for businesses involved in defence services and advanced equipment testing. Companies with expertise in load carriage equipment and those capable of providing innovative solutions in military technology could benefit greatly from this procurement. The technical specificity of this contract indicates a niche market, making it particularly suited for businesses that can meet the high standards required by the Ministry of Defence and possess the necessary qualifications and accreditation.

## Notice

The Army and MOD requires a system to scientifically test, assess and evaluate load carriage equipment and HFI for new, emerging and current equipment capabilities within the DCC and Light Forces domain. This is vital to successful future capability procurement, ensuring systems are useable by soldiers who are able to perform all tasks without undue hinderance caused by their equipment.

### Procurement Information

The Ministry of Defence intends to award a contract for The Provision of the Load Effects Assessment Program (L.E.A.P) to Human Systems Incorporated using the negotiated procedure without the prior publication of a contract notice under Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011 (SI 1848) (Article 28(1)(e) of Directive 2009/81/EC). This is on the basis that for technical reasons the Contract may be awarded only to the Supplier. It is considered that this contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to (Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations (DSPCR of 2011) for the following technical reasons: - HSI are the only economic entity with the expertise to undertake this requirement and the only entity that has the required NATO accreditation. - UKMOD considers that it would be technically impractical for another entity to develop an equivalent system and achieve NATO accreditation within the timescales required.
