## Summary

The Staffordshire County Council is currently conducting an open procurement process for the West Midlands Regional Supported Accommodation Flexible Framework Agreement 2021, aimed at providing services for young people aged 16 to 21. ## Notice

The Council has a statutory duty to work with housing providers to ensure that care leavers are provided with suitable accommodation when they leave the care system, this Flexible Framework Agreement is aimed to support this requirement. It will also meet our legal obligation to help prevent homelessness. The contract is aimed predominately at 16 to 17 year old's, however the contract will cater for up to 21 year old's to help meet the requirement of the West Midlands Region. The framework is being tendered on behalf of the West Midlands Regions and will be utilized by the following Local Authorities: Staffordshire County Council, Birmingham Children's Trust Community Interest Company, Coventry City Council, Dudley Metropolitan Borough Council, The County of Herefordshire District Council, Sandwell Children's Trust, Shropshire Council, Solihull Metropolitan Borough Council, The Council of the City of Stoke-on-Trent, Borough of Telford & Wrekin, Walsall Council, Warwickshire County Council, Wolverhampton City Council and Worcestershire County Council.

### Lot Information

Category 1 Single Accommodation + Support Hours

The provision of supported accommodation services and outreach support service is for all children and Young People aged 16 up to 21 years old for whom the Council has a statutory duty, including Young People who are looked after, and/or leaving care and/or homeless and/or who are known to the youth offending service and/or are either at risk of offending, and/or the edge of custody, and/or released from custody.

Renewal: The Flexible framework will be reopened to new entrants on the following dates: 1st June 2023 and 1st June 2025 to enable new providers to obtain a place on the flexible framework.

Category 2 Shared 2-4 Accommodation + Support Hours

The provision of supported accommodation services and outreach support service is for all children and Young People aged 16 up to 21 years old for whom the Council has a statutory duty, including Young People who are looked after, and/or leaving care and/or homeless and/or who are known to the youth offending service and/or are either at risk of offending, and/or the edge of custody, and/or released from custody.

Renewal: vi. The Flexible framework will be reopened to new entrants on the following dates: 1st June 2023 and 1st June 2025 to enable new providers to obtain a place on the flexible framework.

Category 3 Outreach Support non accommodation based hourly rate

The provision of supported accommodation services and outreach support service is for all children and Young People aged 16 up to 21 years old for whom the Council has a statutory duty, including Young People who are looked after, and/or leaving care and/or homeless and/or who are known to the youth offending service and/or are either at risk of offending, and/or the edge of custody, and/or released from custody.

Renewal: The Flexible framework will be reopened to new entrants on the following dates: 1st June 2023 and 1st June 2025 to enable new providers to obtain a place on the flexible framework

Category 4 Shared 2+ Accommodation

Sleep in staff on site from 10.00pm to 7.00am each night, individual daytime support hours to meet the individual young person needs, but with a minimum of 2 hours face to face support per week. Staff to be on call 24 hours to provide support if necessary. No limit of maximum support hours to be provided NOT Personal Care The provision of supported accommodation services and outreach support service is for all children and Young People aged 16 up to 21 years old for whom the Council has a statutory duty, including Young People who are looked after, and/or leaving care and/or homeless and/or who are known to the youth offending service and/or are either at risk of offending, and/or the edge of custody, and/or released from custody.

Renewal: The Flexible framework will be reopened to new entrants on the following dates: 1st June 2023 and 1st June 2025 to enable new providers to obtain a place on the flexible framework.

Category 5 Shared 2+ Accommodation

With staff on site 24/7 with daytime support hours to meet the individual young persons needs, with a minimum of 2 hours face to face support per week. Additional staff available to support individual young people within the community. No limit of maximum support hours to be provided NOT Personal Care The provision of supported accommodation services and outreach support service is for all children and Young People aged 16 up to 21 years old for whom the Council has a statutory duty, including Young People who are looked after, and/or leaving care and/or homeless and/or who are known to the youth offending service and/or are either at risk of offending, and/or the edge of custody, and/or released from custody.

Renewal: The Flexible framework will be reopened to new entrants on the following dates: 1st June 2023 and 1st June 2025 to enable new providers to obtain a place on the flexible framework.

Category 6 UASC - Single Accommodation + Support Hours
