## Summary

The Association of North East Councils Trading as the North East Procurement Organisation (NEPO) has completed a procurement process for Events Management and Infrastructure services under the NEPO529 Framework. ## Notice

The Associate of North East Councils Trading as the North East Procurement Organisation (NEPO) is seeking to establish a sole supplier Framework for the provision of Events Management and Infrastructure services for use by contracting authorities throughout the United Kingdom. NEPO529 - Events Management and Infrastructure will operate as a neutral vendor managed service. The neutral vendor will not provide Events Management and Infrastructure services in its own right but will facilitate the sourcing and selection of suitable suppliers under the Framework Contract. The neutral vendor will manage a perpetual supply chain capable of meeting the scope of the Framework Contract, acting with neutrality at all times.

### Lot Information

Full Managed Service for Events

NEPO are using a Competitive Dialogue procedure for the procurement of this Framework Agreement, set out at Regulation 30 of the Public Contract Regulations. A maximum of 3 organisations will be invited to Invitation to Competitive Dialogue (assuming that there are at least 3 suitably qualified organisations that pass the minimum criteria.) following evaluation of Tenderers response to the Selection Questionnaire. If there are fewer than 3 organisations that pass the minimum criteria, then only those who pass will be invited to Invitation to Competitive Dialogue. If there are more than 3 organisations who pass the minimum criteria then the 3 highest scoring tenderers only, based on the scored question within the SQ, will be invited to Invitation to Competitive Dialogue. The minimum criteria are documented within Schedule 1 - Selection Questionnaire and Appendix 1 - Scoring Matrix and include a minimum threshold that must be achieved on the scored question. Following evaluation of Tenderers responses to the Selection Questionnaire, successful Tenderers will be invited to Invitation to Competitive Dialogue. Discussions during the Competitive Dialogue stage will focus on developing solutions which effectively meet NEPO's aims and ambitions for this Framework Contract. Following conclusion of the Dialogue stage, Tenderers who have been involved within the Competitive Dialogue will be invited to submit final Tenders. Following submission, Tenderers will be evaluated against the pre-defined evaluation criteria and NEPO will seek to award to a single operator who has been identified as submitting the most economically advantageous bid. The opportunity can be accessed via the NEPO eTender system. Suppliers wishing to be considered for this Framework Agreement must register their expression of interest and submit a tender through the NEPO eTender System. Renewal: It is anticipated that this Framework will be renewed prior to its conclusion.

Catering suppliers which may include but are not limited to - Catering Concessions and Bar Operators.

Transport operators within the Events sector which may include but are not limited to - Coach hire, Park & Ride operators.

Event Technology & Entertainment

Events Technology & Entertainment which may include but are not limited to - Audio Visual (AV) provisions such as Staging, Lighting, Sound. Video streaming, Photography, and Hybrid Event Technology. Venue Dressing, Pyrotechnics & Special Effects and Entertainment.

Facilities

Suppliers of facilities within the Events sector which may include but are not limited to - Barriers & Fencing, Toilets & Changing Areas, Marquee Hire, Scaffolding, Power/ Generators, Furniture Hire, Display Stands and Storage Units/ Portacabins.

Marketing

Marketing services which may include but are not limited to - Digital/ Social Media Marketing, Email Marketing, Website Design, Printing - Maps, Badges, Literature and Post-Event Evaluation Services.

Temporary Staffing

Temporary staffing for events which may include but are not limited to - Events Management, Stewarding, Security, First Aid, Volunteers.
