## Summary

The North East Surrey College of Technology Trust (NESCOT) has announced a planned procurement process titled "Notice of Intention to Extend/Reappoint Education & Training Sub-Contractors". ## Notice

In 2020, NESCOT undertook an Open procurement process to help it identify a number of partners to help it deliver eight (8) education and training opportunities, all attracting ESFA funding. The value of these LOTs varied but were all below the Light Touch Regime thresholds and this exercise attracted last year over 80 Bids, with Contracts eventually being awarded to 11 Suppliers and for 1 year. In order to be transparent and provide an opportunity for feedback, notice is hereby given that due to the ongoing Covid-19 crisis, a crisis which the College could not have foreseen nor is it attributable to any actions or failings on the part of the College, that NESCOT proposes to extend (as per Regulation 72(1)(c), where relevant) or reappoint the same Suppliers (as per Regulation 32(c), where relevant) and for a further 12 months, and without a further procurement exercise, provided that there are no Value for Money or performance concerns and that the Suppliers themselves agree to such modifications, extensions and/or a new Contract. The length of any modification and/or new Contract will be 12 months, starting on 1 August 2021. The main justification for this that the operation of these Contracts have been severely disrupted by the three National Covid-19 Lockdowns, resulting in these Suppliers not being able to deliver on all their Contractual obligations nor have they been able to capitalise on any investment which they put in as part of their successful Bids. Although the procurement exercise was undertaken in line with the Light Touch Regime of the PCRs, it did include Open competition and the successful Suppliers were deemed to be the best of what the market had to offer at that time and less than 12 months ago. Such a response is therefore seen as proportionate, fair, economic and reasonable given the circumstances. Finally, the College is currently focusing all its limited procurement resource on obtaining appropriate PPE and Testing for its staff and learners, so that the College can operate within Government guidelines and remain open safely. This has to be our organisational priority in the current situation.

Nescot College engages with subcontractors to deliver non-levy apprenticeships to 16-18-year olds nationally across England in the following sectors: Digital Marketer, Jewellery Manufacturing, Financial Services Administrator, Financial Services Adviser, Hairdressing, Mortgage Adviser and, Paraplanner. Total Potential Lot Value: PS400,000

Apprenticeships (Age 19yrs+) - Non Levy

Nescot College engages with the subcontractors to deliver non-levy apprentices to 19+ year olds nationally across England in the following sectors: Digital Marketer, Jewellery Manufacturing, Financial Services Administrator, Financial Services Adviser, Hairdressing, Mortgage Adviser, Paraplanner and Passenger Carrying Vehicle. Total Potential Lot Value: PS630,000

Area AEB (Age 19yrs +) - Greater London Devolved

Adult education and training is delivered across the GLA postcodes by subcontractors who can engage with the learners and produce high achievement rates and excellent progression for adult's learners into either employment and/or further education. The courses vary from Functional Skills in English and Maths, Employability Skills, Business, Retail, Security, Digital Skills and other accredited short courses. Total Potential Lot Value: PS640,000

AEB (Age 19yrs +) - Non-Devolved Areas

Adult education and training is delivered across England not including AEB devolved areas by subcontractors who can engage with the learners and produce high achievement rates and excellent progression for adult's learners into either employment and/or further education. The courses vary from Functional Skills in English and Maths, Employability Skills, Business, Retail, Security, Digital Skills and other accredited short courses. Total Potential Lot Value: PS650,000

Traineeships (Age 19yrs +) - Greater London Devolved Area

19+ Traineeships in the non-devolved areas should be delivered across the GLA postcodes to adults preparing them employment and further education and training. The sectors could include: Retail, Business, Security. The course must include: Functional Skills English and Maths, Employability (sector knowledge qualification) and work experience of 100+ hours with a guaranteed interview with an employer. The work experience could be with a number of employer and not limited to one employers. Total Potential Lot Value: PS50,000

Traineeships (19yrs +) - Non-Devolved Areas

19+ Traineeships in the non-devolved areas should be delivered across England to adults preparing them employment and further education and training. The sectors could include: Retail, Business, Security. The course must include: Functional Skills English and Maths, Employability (sector knowledge qualification) and work experience of 100+ hours with a guaranteed interview with an employer. The work experience could be with a number of employer and not limited to one employers. Total Potential Lot Value: PS300,000

Community Learning - Greater London Devolved Area

Community Learning will be delivered by a subcontractor located around GLA postcode to ensure the funding is allocated to local communities. These courses are for 19+ adults and could include courses for example, Functional Skills, Employability courses, courses that engage adults into education and training, work preparation. These courses could be non-accredited qualifications. Total Potential Lot Value: PS30,000

Community Learning - Non-Devolved Areas

Community Learning will be delivered by a subcontractor located around Surrey postcode to ensure the funding is allocated to local communities. These courses are for 19+ adults and could include courses for example, Functional Skills, Employability courses, courses that engage adults into education and training, work preparation. These courses could be non-accredited qualifications. Total Potential Lot Value: PS70,000
