## Summary

The procurement process is led by Caerphilly County Borough Council, seeking to establish a Dynamic Purchasing System (DPS) for Assessment and Therapies across the Gwent region, which includes five local authorities: Newport City Council, Blaenau Gwent, Monmouthshire, Torfaen, and Caerphilly. The open procedure consists of two stages: a selection stage requiring pass/fail assessments, followed by an award stage evaluated on the Most Economically Advantageous Tender (MEAT) criterion. The tender period is set to remain open until 30th August 2030, allowing ample time for businesses to submit their applications electronically.

This tender presents substantial opportunities for businesses specialising in health and social work services, particularly those offering independent assessment and therapeutic interventions. Ideal candidates may include social workers, psychologists, psychotherapists, and other professionals capable of providing unbiased evaluations and support services. The DPS structure allows for the continuous addition of qualified individuals or organisations throughout the procurement period, making it particularly advantageous for newcomers or those who previously could not participate. Access to the Gwent region's market can be a significant growth avenue for these businesses, especially in line with statutory requirements and local council needs.
