## Summary

Derbyshire County Council is conducting a public procurement process entitled "Derbyshire Step Down from Residential to Fostering" under the healthcare and social work services category. This procurement is currently in the award stage, having concluded the tender phase on 26th April 2021, with an allocated budget of £8 million. The contract is structured under a selective procurement method, following a bespoke Restricted procedure specifically designed for the Light Touch Regime. This initiative aims to enhance local foster care services for children with disabilities in Derbyshire.

This tender presents significant opportunities for businesses, particularly those specialising in social care and fostering services, to engage with Derbyshire County Council. Companies that can provide high-quality, flexible, and supportive fostering solutions are well-suited to compete for this contract. With the potential for an initial term of four years, extendable for an additional two years, businesses can benefit from stable, long-term partnerships while contributing to the noble cause of supporting vulnerable children in their local community.

## Notice

The Council is procuring the service detailed in the specification using a bespoke 'Restricted procedure' under the Light Touch Regime ('LTR') subject to limited regulation and will be conducted in accordance with regulations 74 to 76 PCR 2015. The Service aim is to increase the number of Derbyshire children with disabilities appropriately placed in local specialist fostering provision to age 18, or beyond. These children may have experienced multiple placement endings and their needs and behaviours will have led to either a placement in residential care or identification as a child on the cusp of residential care. DCC is particularly keen to return to Derbyshire children placed 'at a distance'. The Project will provide high quality specialist foster care that nurtures and supports the children to achieve their full potential. The Provider for an 'all-inclusive' bid price will stabilise placements during volatile or crisis periods by delivering additional and flexible support to the carer and/or placed child.
