## Summary

The Powys County Council is conducting a procurement process titled "16+ Accommodation and Support Services" under the category of social work services with accommodation. This initiative focuses on supporting young individuals aged 16 to 24 in need of supported accommodation. The procurement is currently in the award stage, with key contract awards made on 23 August 2021 for three distinct lots: Management of Springboard Houses and Training Flat, Semi-Independent Accommodation and Support, and Floating Support. Each lot covers specific geographical areas across Powys, primarily centred around Newtown, Llandrindod Wells, and Brecon. This open tender process follows a structured method with a focus on long-term contracts lasting approximately three years.

This procurement offers significant opportunities for businesses specialising in social services and accommodation support for young people. Companies that provide managed housing services, semi-independent living arrangements, or welfare support are ideally positioned to participate. Moreover, with the demand for quality placements exceeding supply, businesses that can deliver flexible and supportive solutions tailored to the needs of young people will find a competitive edge in this procurement process. Engaging with Powys County Council as a buyer can foster long-term partnerships beneficial for business growth within the social care sector.

## Notice

The Council is seeking Service Providers to support our young people in 16+ Accommodation. The aim of the service is to provide "Supported Accommodation" and "Support" for Young People aged 16-18+ (up to a maximum age of 24 by exception). For those young people in our care The Council, as Corporate Parents, need to provide positive parenting and specialist support. In Powys, demand is greater than supply for quality placements for our Children Looked After aged 16 plus. Through the commissioning of 16+ Accommodation, The Council aims to keep children and young people as close to home as possible to enable them to remain part of their communities and retain their childhood connections. The Council is looking to commission supported accommodation and support for young people aged 16-plus via 3 lots: 1) Management of Springboard Houses and Training Flat. 2) Semi-Independent Accommodation. 3) Floating Support.
