### Procurement Information

Defence Digital, part of the UK Ministry of Defence, proposes to place a Contract with CGI IT UK Ltd for the continued support of the SPECTRUM management capability. It is considered that this contract can be placed using the Negotiated Procedure without Prior Publication pursuant to Article 28(1)EUR of Directive 2009/81/EC (and Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011) due to technical reasons. CGI integrate a COTS tool from another company using their own code that the Authority does not own the rights to. This tool provides the capability to conduct complex Spectrum engineering and analysis of specific operational scenarios, effective Spectrum planning and live monitoring of the electromagnetic environment. CGI provide a single capability that is not currently available (by a single company) in the marketplace.
