This notice is to inform the market that the tender process has now been awarded

### Lot Information

Learners who are vulnerable, both physically and emotionally with a range of significant challenging behaviours

This group of vulnerable learners will present with withdrawn or challenging behaviour. There will be identified aspects of self harm and substance misuse. There will be underachievement with significant disengagement from learning. They may have experienced a number of school placements. There will be evidence of periodic difficulty coping from their earliest years in school. They will be known to Social Services as being on the Child Protection Register or as a Child in Need (at some point, maybe historically). They will have been discussed at the inter Agency Forum or the Brighter Futures Panel. Mainstream attendance levels maybe below 40% and they may have a number of days lost to fixed term exclusions. Reintegration to the mainstream setting is less likely but should still be an aspiration for each learner. Compulsory school aged mothers pre and post natal/ short term medical conditions

Compulsory school aged mothers who feel unable to attend their usual mainstream educational setting. Learners with short term medical needs necessitating for example recuperation following an operation or a broken limb. Education within EOTAS provision will be time limited. Reintegration will be managed by the Service Provider for each learner. Additional information: Please note that the total number of months includes any extensions that maybe taken up

Learners with long term medical conditions with ongoing health support:

Learners where medical advice indicates that alternative provision is required as a medium /long term measure. Medical advice will indicate if the learner can access provision outside of the home environment. Learners may be underachieving but not disengaged from learning generally. Learners within this tier will only remain within EOTAS provision for as long as the medical advice supports the alternative arrangement. For the majority of these learners the EOTAS provision is time limited. Reintegration will be led by the Provider. Learners with Mental Health Needs which impact on their ability to engage in mainstream education

Learners with mental health needs involving Children and Mental Health Service (CAMHS) specialist advice indicates that alternative educational placement is required to support the implementation of both a care and educational plan. Medical advice will indicate whether the learner is able to access provision outside of the home environment. These learners will be experiencing emotional/social and /or behavioural needs. It is anticipated for many of the learners in Tier 3 provision they will be able to have access to reintegration to mainstream school. These learners will be underachieving with some disengagement from learning. Additional information: Please note that the total number of months includes any extensions that maybe taken up

Learners who are vulnerable, physically and/or emotionally including a range of behaviours

This group of vulnerable learners may present with withdrawn or challenging behaviour. Learners will be underachieving with moderate disengagement from learning. They may have experienced a number of changes in school placement. There may be identified aspects of self harm and/or substance misuse. They will be known to Social Services as being on the Child Protection Register or as a Child in Need (at some point, maybe historically). They will have been discussed at the inter Agency Forum or the Brighter Futures Panel. Mainstream attendance levels maybe below 60% and they may have a number of days lost to fixed term exclusions. Reintegration to the mainstream setting is less likely but should still be an aspiration for each learner. Additional information: Please note that the total number of months includes any extensions that maybe taken up

Learners with inter relating needs which may result in highly challenging verbal and physically challenging behaviours

These learners present with a range of complex inter relating needs such as challenging behaviour, Autistic Spectrum Continuum (ASC) and a wide range of learning difficulties. Many of these learners may have formally attended Specialist Resource Base (SRB) provision within a mainstream setting. Learners will be underachieving and have chronic levels of disengagement from learning. They will have been in a number of school placements. There is likely to be evidence of long term difficulty coping from their earliest years in school. It is unlikely that these learners will successfully reintegrate to a mainstream setting. These learners will be known to Social Services and will have been discussed at the Inter Agency Forum or the Brighter Futures Panel These learners will have high levels of exclusions up to 40 days lost and may be at risk of permanent exclusion Additional information: Please note that the total number of months includes any extensions that maybe taken up

Learners with the most significantly challenging behaviour, both physically and verbally to self and others with inter relating complex needs requiring specialist management.

These learner's needs are significantly more than those learners placed in Tiers 1-6. They will require specialist interventions in order to reengage them with education. Individual packages of support for curriculum, social and health needs will need to be implemented. The provider will need to engage with the families/carers to assist in the implementation of such packages. These learners are the most vulnerable with the most severely challenging behaviours exhibited. Learners are likely to have attended specialist provisions within the LA and/or may be returning from secure or residential placement. The severity of their needs is such that there has been limited sustained response to interventions, limited ability to operate independently and increased severity in outbursts of challenging physical and verbal behaviours. There may be a history of offending and extreme risk taking behaviours. Learners will be significantly underachieving with total disengagement from learning. They will have experienced a number of school placements. There will be systemic evidence of their difficulties in coping from their earliest years in school. The likelihood of any reintegration into more formal education is highly unlikely. These learners will need highly structured settings to address presenting risks with high levels of supervision in place at all times. The learners are known to Social Services as being Child Protection or Child in Need (currently or historically), Youth Offending Service s, Police and /or CAMHS services.
