## Summary

The procurement process titled "SC1920-0167 Vulnerable Young People Services" was initiated by Stirling Council, located in the Stirling Council area (UKM77). This tender falls under the social work and related services category and is currently in the Award stage. The procurement method used was an open procedure, with significant contracts awarded on 14 April 2021. The services focus on providing behavioural support and intensive family support for vulnerable young people and families, aiming to improve overall outcomes and reduce the need for statutory interventions.

This tender presents significant opportunities for businesses in the social work and support services sector, particularly those specialising in youth services, family dynamics, and behavioural health. Companies that can demonstrate expertise in trauma-informed care and have a proven track record in intensive family support will be well-suited to compete, especially as the tender includes components like community engagement and flexible support strategies for families with children aged 0 to 18. Collaboration with local agencies such as health and education providers will be key to effectively delivering these services.

## Notice

At a high level, the requirements can be split into two primary themes: - Helping to address the behavioural challenges of young people and families in difficulty; and - Intensive support provision for young people on the edges of care. The work that will be undertaken within these themes should support our young people to remain safely within, or return to, their own community and minimise the number of young people who require statutory support interventions. The approaches should be strongly evidence based and taken forward in partnership with other agencies such as Social Work, Health, Education and Police. Risk assessment and management should be central to all working practices and all plans for support to young people should be based on a well-developed collaborative assessment process.

### Lot Information

Service Option 1: Behavioural Support

Helping to address the behavioural challenges of young people and families in difficulty. - Aims to cover a range of needs for children and young people from low to high concern, some interventions here will simply be about wellbeing and need whereas others are more likely to be about high level concern and risk. - Some of the behavioural matters will be focussed on, and a consequence of a child's experience of, trauma and/or adversity and it is therefore expected that providers will have staff conversant with and able to deliver service in a trauma-informed/responsive way. - The primary principles we would expect this aspect of the service to work to is that all behaviour is communication.

Service Option 2: Edges of Care and Intensive Family Support Service

Intensive support provision for young people on the edges of care. - The key aim of the service is to provide better outcomes for young people and families by supporting improvements in a child's life across a number of areas, depending on the needs of the young people and their families. - The service will focus on families with children aged 0 - 18 years old. It will help ensure children will be supported to remain at home and with their families where possible and engage with parents and carers to improve their capacity to care for their children, provide practical parenting skills and help build their ability to engage positively with their community. - The service will be flexible in its intensity and will encourage the building of family routines and improve parental confidence and responsibility.
