## Summary

The London Borough of Tower Hamlets has completed a procurement process for the title "HAC5699 CCTV Operators" under the category of security services. This process involved entering into a two-year contract with Charter Security Limited, aimed at providing 24/7 CCTV monitoring across the borough to enhance community safety and respond effectively to incidents. The contract necessitated a procurement method that was negotiated without the publication of a contract notice due to the unique requirements of the analogue CCTV system currently in operation. The contract was signed on 10th May 2021, with a total value of £950,000.

This tender presents significant opportunities for businesses in the security services sector, particularly those specialising in CCTV operations, monitoring, and related technology services. Companies capable of demonstrating expertise in managing complex surveillance systems and providing operational support in a high-pressure environment would be well-suited to compete for similar contracts in the future. As the council collaborates closely with law enforcement and community partners, businesses that have established relationships within the public sector may also find advantageous positions in this market.

## Notice

The Mayor and Burgesses of the London Borough of Tower Hamlets intend to enter into a contract with Charter Security Limited, in respect of the service described below. The contract term will be 2 years. The council works with the Metropolitan Police, Registered Social Landlords (RSLs) and other law enforcement agencies to monitor public space CCTV in the borough and support civil and criminal proceedings. It provides a CCTV service with around 350 cameras operating throughout the borough for a broad range of purposes and across a range of services. These are mainly centred on Community Safety, Public Realm and Licensing and are serviced by a 24hr CCTV control suite located in Mulberry Place with 70 cameras on view at any given time. The service is tasked with visually monitoring the public space and enabling a proportionate response to incidents as they occur. This can relate to street crime, vehicle theft, drug or traffic offences, anti-social behaviour, dangerous conditions and/or a major incident.
