Lot 1

The DVSA conducts 60,000 motorcycle riding tests a year for candidates wanting to obtain entitlement on their driving license to enable them to ride motorcycles on the public highway. DVSA staff will spend up to 8 hours a day on a motorbike to conduct the riding tests and require Personal Protective Equipment (PPE) to enable them to perform the job safely. DVSA is tendering to award a contract with a supplier that can supply a wide range of motorcycle clothing and Conformite Europeene (CE) approved PPE, to include (but not limited to) jackets, trousers, boots, gloves, under-garments, motorcycle helmets, helmet accessories and branded hi-vis jackets, throughout Great Britain.

### Procurement Information

Following a review of all bid submissions it was identified that there were issues with the proposals of all bidders that resulted in no compliant bid submissions. The issues were that all bidders failed to propose products that met the safety requirements outlined within the specification. The specification identified that all PPE must be supplied to CE and EN standards where applicable to meet the new E.U. regulations. As the PPE regulation 2016/425 impacts garments manufactured after 21 April 2019, many products were proposed that were manufactured against the regulations that were in place prior and therefore did not meet the required standards. There were also issues with the protective trousers and jacket, and the high-vis garments not meeting the required safety standards. Therefore the Authority entered in to a negotiation without prior publication with the now contractor.
