## Summary

Transport for London (TfL) is initiating a procurement process for the "Surface Transport Video Solution (STVS) - Early Market Engagement", focusing on traffic monitoring services. This procurement falls under the services category and is currently in the planning stage, with a future notice slated for release on 1st October 2021. TfL operates across London and seeks to enhance its current surveillance camera systems for better traffic management and security monitoring, targeting improvements in efficiency and effectiveness while adapting to emerging technologies.

This tender presents significant opportunities for businesses in the technology and surveillance sectors, particularly those specialising in video solutions, closed-circuit television systems, and IT consulting services. Companies with a focus on scalable, cost-effective solutions that can integrate existing systems while leveraging artificial intelligence will be well-positioned to engage in this early market engagement exercise. Interested parties should prepare to submit their information and insights to TfL, as it will be considering feedback to shape its forthcoming procurement process.

## Notice

Transport for London (TfL) operates a number of surveillance camera systems across the business. These are used for a variety of purposes including traffic management, traffic enforcement, incident management, security monitoring, health and safety management. Given the number of camera assets within the estate, TfL is keen to ensure it gets best value and efficient use of these assets. The surveillance systems are used by several stakeholders, including operational control rooms, third parties such as emergency services and other local and national highway authorities. Transport for London is exploring the opportunities to replace these operational systems with a cost effective, scalable, fit for purpose solution(s). The proposed solution should allow TfL to fully utilise current and future open standards within the video and security marketplace and to embrace the evolving Artificial Intelligence (AI) and data technology landscape to deliver efficiencies and other improvements. This will enable TfL to deliver its strategic objectives as a transport authority and provide a step change in the use of visual derived data and information. This system will need to support a number of existing legacy components including cameras and provide system interfaces for multiple internal operational systems consuming video and associated video data. The system will also need to provide and accept video streams to and from third parties using suitable industry adopted protocols and standards. Additionally, it should support real-time video to web-based user interfaces so that the business can deliver the service more easily and inexpensively to business units within TfL and other selected stakeholders. TfL is looking to conduct an early market engagement exercise over the coming weeks and will be requesting supplier information. The feedback from this exercise will be used by TfL in the planning and preparation of its intended procurement of the STVS. Interested parties are asked to contact STVSCommercial@tfl.gov.uk;
