## Summary

The Department of Health and Social Care awarded contracts for the Supply, Storage, Over-labelling and Distribution of Ascorbic Acid on 21 April 2021. This procurement falls under the pharmaceutical products category and took place in the UK. The contract represents a key initiative aimed at maintaining public health during a critical period.

This tender provides significant opportunities for businesses involved in pharmaceutical supply and distribution, particularly those equipped to meet urgent public health needs. Companies with capabilities in the supply chain management of pharmaceutical products, especially those that can demonstrate capacity for rapid response and compliance with stringent health regulations, would be well-positioned to compete. The nature of this procurement highlights the importance of agility and reliability in the face of unforeseen demand spikes, making it an ideal opportunity for established suppliers and innovative start-ups alike.

### Lot Information

Lot 1

The Department of Health and Social Care conducted a negotiated procedure without prior publication under the Public Contracts Regulations 2015 (as amended) for the Supply, Storage, Over-labelling and Distribution of Ascorbic Acid. Additional information: Value -- the contract awarded to Mawdsley-Brooks, this information is considered by the supplier to be commercially sensitive information. The Authority is not publishing the value of that particular contract so as not to prejudice the legitimate commercial interest of the supplier. As a result, the value shown under V.2.4 only represents the value of the contract awarded to Clinigen.

### Procurement Information

The Coronavirus disease (COVID-19) gave rise to an extremely urgent need for the Authority to purchase a quantity of Ascorbic Acid because the Authority needs to be in a position to treat the population as required such that did not give the Authority sufficient time to comply with the standard Open Procedure time scales for this procurement. Accordingly, the Authority used the negotiated procedure without prior publication - Regulation 32(2)(c) - Extreme Urgency Route (i.e. direct award) permitted under the Public Contract Regulations 2015 (as amended) to conduct this procurement. It was imperative to maintain security of supply for public health purposes in the face of high global demand. In these circumstances, a procurement following the usual timescales under the PCR 2015, including accelerated options, was not feasible in order for the Authority to secure the urgent Supply, Storage, Over-labelling and Distribution of Ascorbic Acid.
