The most economically advantageous solution was the offer that represented the lowest total Life-Cycle Cost across both West Kent and East Kent (having met/exceeded the 'Minimum Quality Threshold' of 65.00%).

Options: Pursuant to the provisions of Clauses 39 (Variation) and/or Clause 34 (Change Control and Continuous Improvement) as appropriate, the Council may modify the Contract in any way that does not alter the overall nature of the requirement for the Provider to process Waste, including (but not limited to) Changes regarding the following: (a) collection of Waste by the Provider; and (b) Waste title and risk. Such Changes may be made effective by the Council on either a temporary basis or for the remainder of the Contract Period.
