## Notice

The purpose of this procurement is to commission statutory and non-statutory advocacy services across Liverpool. The Care Act 2014 places a duty on Local Authorities to involve people in decisions made about them and their care and support. No matter how complex a person's needs, Local Authorities are required to help people express their wishes and feelings, support them in weighing up their options, and assist them in making their own decisions. In order to facilitate the involvement and engagement of people who would otherwise have difficulty, the Care Act 2014 introduced a requirement to arrange independent advocacy for people, * Who have substantial difficulty in being involved/ engaged in these processes * Where there is no one available to help facilitate this involvement and engagement.

Non-Statutory Issue Based Advocacy

This service is intended to be non-statutory and not intended to deliver Independent Mental Health Advocacy (IMHA), Independent Mental Capacity Advocacy (IMCA) or Care Act 2014 advocacy. Nor it is intended to deliver the role of the Relevant Person's Representative (or replacement following anticipated legislation changes), or the role of the Litigation Friend. The service may however, support people to initially access public services.
