## Summary

The procurement process for enhancing the High Voltage Infrastructure at Newcastle University is currently in the award stage. The tender, with ID DN547350, aimed to appoint a contractor for network mapping services essential for the refurbishment and upgrade of the University’s over 50-year-old electrical system. The University is located in Newcastle upon Tyne, UK, and the procurement method used was an open procedure. The awarded contract, valued at £176,953.33, was signed on 6th August 2021, following a competitive bidding phase that concluded on 14th July 2021, where various suppliers submitted their proposals.

This tender presents significant opportunities for businesses specialising in engineering, construction, and inspection services, particularly those capable of providing enhanced testing of electrical networks. Companies with expertise in high voltage systems, compliance with health and safety regulations, and a solid track record in infrastructure refurbishment would be well-positioned to compete. Furthermore, this project’s scope entails strategic planning and execution over a timeline of up to 30 years, making it appealing for firms looking to establish long-term partnerships with a prestigious educational institution.

## Notice

The University wishes to appoint a contractor to carry out enhanced testing services of the Campus High Voltage Infrastructure network. The Current HV system is in excess of 50 years old and is currently undergoing major refurbishment and upgrade to allow for a more robust system for the next 30 plus years and enable the University with more resilient business continuity. Following a desk based cable assessment study based on OFGEM health indices, the University has generated a base health level index of the University's 46 x 11kv circuits on age, loading, and fault history. This desk based exercise was carried out without any physical diagnostic data and the health indices that have been derived for our circuits may be either overly optimistic or pessimistic based on this calculation. Diagnostic testing is required to either confirm or amend the current health index on a circuit by circuit basis. The enhanced testing will revise the health index and depending upon diagnostic testing results allow the formulation of an action plan. The plan will range from immediate too long term action depending upon diagnostic results and health index. In accordance with HSG 230
