## Summary

The Foreign, Commonwealth & Development Office is overseeing the Sierra Leone Secondary Education Improvement Programme (SSEIP), a significant initiative aimed at enhancing access to quality secondary school education for all children in Sierra Leone, particularly focusing on girls and children with disabilities. This procurement is in the award stage as of 8th June 2021 and involves a contract amendment valued at £4.25 million. The procurement process was limited and included negotiated terms without a published notice. The project falls under the services category, specifically related to foreign economic-aid services.

This tender presents a valuable opportunity for companies specialising in education services, particularly those with experience in international development and improving educational outcomes. Businesses that provide training materials, educational technologies, or support services for secondary education could significantly benefit from this project. Furthermore, organisations with capabilities in managing contracts and programmes in a challenging context like Sierra Leone, especially those who understand the nuances of supporting underrepresented groups in education, would be well-positioned to compete.

### Procurement Information

A new five-year Education Programme in Sierra Leone is being developed to begin implementation September 2022. The gap in implementation between the two programmes creates a major risk; both in terms of stopping critical support to the education services, but also a reputational risk for FCDO due to the size of the programmes and as the lead donor in Sierra Leone. A further 6-month extension will bridge the gap to ensure support to girls' education is maintained and ensure a responsible transition to the new programme and suppliers. The below regulation covers this Regulation 72 (b): for additional works, services or supplies by the original contractor that have become necessary and were not included in the initial procurement, where a change of contractor; (I) cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, services or installations procured under the initial procurement
