## Summary

NHS England is organising a procurement process to appoint a Programme Delivery Partner (PDP) for the New Hospital Programme (NHP), aimed at providing construction project management services under CPV code 71541000. The procurement is currently at the Active Tender stage as of 29th November 2023. The tender calls for expressions of interest from capable organisations to assist in delivering the largest hospital building programme in the last generation, targeting various sites across the UK. The initial contract term is 6.5 years with a potential extension, including a break clause after 4 years. The estimated contract value is £307 million, with the submission deadline set for 19th January 2024.

This procurement presents significant growth opportunities for businesses in architectural, construction, and engineering services, especially those specializing in scheme design and project management. The PDP will help standardise design and delivery approaches, increase supplier participation in the health infrastructure market, and enhance digital, clinical, and workforce operations. Large organisations with substantial expertise in construction project management and consultancy services are well-suited to compete for this contract. With a selective procurement method involving competitive procedure with negotiation, the successful PDP will have the chance to support transformative workstreams and potentially impact wider NHSE requirements beyond NHP.

## Notice

NHSE is appointing a Programme Delivery Partner (PDP) for the New Hospital Programme (NHP) to be the long-term partner to the programme.

The PDP will provide expertise in scheme design, programme and project management expertise to allow NHP to develop a more standardised approach to design and delivery, increase participation from suppliers in the health infrastructure market, and unlock efficiencies and accelerate delivery to allow NHSE to meet the Government's commitment to deliver the biggest hospital building programme in a generation. NHP's ambition is to transform operations across digital, clinical, and workforce workstreams, to identify requirements and translate these into national standards and policies, thereby improving benefits for patients and staff. The PDP interfaces with and supports transformation workstreams, for example supporting the transfer of learning from more advanced Trusts to later ones. The PDP will work with NHSE and NHS Trusts to ensure that the programmatic benefits are increasingly embedded in hospital design and delivery as these benefits are developed.

Further information on Optional Scope is included in the accompanying procurement documents. See ITC paragraph 2.1.5 (Optional Scope) and ITC Appendix A1: Outline Scope.
2. Permitted modification - Digital Delivery - NHSE intends to procure a digital delivery partner separately from the PDP.
