## Summary

The Cardiff Council is seeking to purchase up to 15 zero-emission, 100% electric vehicle wheelchair-accessible taxis as part of the Cardiff Clean Air Taxi WAV Lease Scheme. This tender is currently in the award stage and aims to enhance the existing licensed taxi industry in Cardiff with a pilot scheme that could extend over two years. The procurement process, which followed a limited method without prior publication, reflects the urgency of aligning with Welsh Government targets for decarbonising taxis by 2028. The contract, valued at £833,250, was signed on 22 June 2021.

This opportunity presents a significant growth avenue for businesses involved in the manufacture or supply of electric vehicles, particularly those that provide wheelchair-accessible designs. Companies with expertise in producing compliant vehicles, like the Nissan Dynamo, which meets the specific requirements outlined by the Welsh Government, will find themselves in a favourable position to compete. This initiative not only contributes to environmental sustainability but also opens avenues for small and medium-sized enterprises looking to expand their footprint in the burgeoning market for zero-emission transport solutions.

### Procurement Information

The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons. Welsh Government has set a target of de-carbonising Wales' taxi and private hire vehicle (PHV) by 2028.In order to meet this target the purchase of 15 100% electric ZEV taxis, using WG funding, is required for Cardiff to initiate a 'Try Before You Buy' pilot scheme for taxi drivers. The specification for the vehicles has been directed by WG with the aim of being London compliant; 100% electric with side access for safety. The Nissan Dynamo is the only 100% electric, London compliant, side access vehicle currently on the market that meets the WG specification and comes closest to the licensing of vehicles requirements. In order to be confident that Nissan Dynamo Taxis is the only acceptable supplier that can meet all three requirements, confirmation has been received by WG, Cenex, and Energy Trust (on behalf of the Low Carbon Vehicle Partnership). OLEV (via DfT funding) can also confirm that they will only fund the Nissan Dynamo or the LEVC (which has a range extender and therefore not 100% electric and does not meet the WG criteria due to CO2 emissions still evident).
