The overall vision for the Individual Placement and Support Service (the Service) is to reduce health inequalities and enable people with severe and enduring mental health problems to be able to enjoy a good quality of life, remain independent and in control, be included as members of society and, most importantly, realise their potential for recovery. The Service will deliver an integrated, evidence-based, supported employment service for people with severe and enduring mental health issues, following the principles of IPS and in pursuit of a high fidelity service.

### Procurement Information

Provision of an Individual Placement Support (IPS) for Serious Mental Illness service The IPS model of place and support into employment is a nationally recognised and evidenced based methodology, and is part of the national requirements outlined within the MH Long Term Plan for all CCGs to commission such support. The IPS service contract delivered by South Yorkshire Housing Association (SYHA), comes to an end on 1st September 2021. This contract was originally funded through a bid made by the ICS to NHSE for regional roll out. All SYB ICS CCGs committed in principle to continue to invest into IPS at the end of this funding period. It is recognised that the covid-19 pandemic has had a major impact on the delivery of this model nationally, as there was a negative impact on referrals noted. Workers in Community Mental Health Teams were redeployed into pandemic urgent work, and therefore, this main referral route ceased whilst CMHT staff were deployed to support crisis and inpatient pathways. As lockdown restrictions eased, SYHA as the provider of IPS has been able to improve service delivery and have been able to commence a recovery plan. As part of recent bids for continued funding for the Primary Care Mental Health implementation, all CCGs had to complete a return to NHSE to commit to continued funding for the IPS. As part of this commitment it had been to undertake an independent evaluation, funded by ICS of the IPS service model, to see if there are lessons to be learned when looking beyond the current contract. However, given the impact of the pandemic, it was recognised that an evaluation could not yet take place to give enough evidence and information on how the IPS service could function in non-pandemic times. If this contract were to be retendered at this time it is felt by Commissioners that a combination of having an unclear expectation of the future requirements of the service, combined with historical data that was affected by the Covid pandemic, would make it very difficult for bidders to respond to with an accurate bid. All ICS CCG leads have given a clear intention to continue to commit to IPS and that the current contract be extended until March 2022 to enable a review of delivery with robust data in post pandemic times. This will enable a suitable period of evaluation to occur which will inform the requirements of a future tender for all CCGs, to continue delivery of an IPS service from 1st April 2022.
