## Summary

The London Borough of Tower Hamlets is conducting a tender for the "HAC5731 GP Public Health Services," aimed at enhancing public health offerings in the region. This contract is classified under health services and is set in the UKI42 region, specifically London. The procurement is currently in the Award stage following a limited procurement method where a negotiated procedure was undertaken without prior publication of a contract notice. The contract was signed on 27 May 2021, with the total value of bids ranging between £5 million and £6 million.

This tender presents significant opportunities for businesses involved in healthcare services, particularly those specialising in sexual and reproductive health, substance misuse services, and NHS Health Checks. Companies that can provide innovative, high-quality primary care solutions and have experience working with local authorities will be well-positioned to compete. The integrated approach being taken in Tower Hamlets suggests a focus on collaboration and quality, making this an appealing opportunity for healthcare providers looking to expand their services in the area.

## Notice

Public health services for three main areas: - Sexual health services The provision of an easily accessible and confidential sexual and reproductive health service is vital for the well-being of individuals and their communities. LBTH has a mandated responsibility to commission accessible sexual and reproductive services for residents. The sexual health and contraception NIS aims to delivery high quality services in primary care settings, making it easier for people to access services closer to their home and in familiar settings. - NHS Health Checks NHS health check programme is a statutory public health function commissioned by the local authority, part funded by the CCG and delivered in primary care networks. It is offered to adults aged 40-74 and is designed to detect early signs of heart disease, stroke, type 2 diabetes, kidney disease and dementia. There is strong cross partnership commitment to ensure the Tower Hamlets approach to Health Checks continues to lead best practice, innovates and is informed by a clear evidence base in order to make a significant contribution to reducing health inequalities. - Substance Misuse The aim of this enhanced GP substance misuse service is to encourage practices to be aware of and assess problematic substance use, including alcohol related problems and to identify and support all patients aged 18 and over who are currently registered with them and receiving treatment for their substance misuse at the Reset Tower Hamlets Drug and Alcohol Service. The service will be focused on the general health of this population, identification of alcohol misuse and where agreed and appropriate, opiate substitute treatment prescribing.

### Procurement Information

Ordinarily, the Council would undertake a competitive exercise prior to the award of a contract in compliance with the law and the Council's constitution and also to demonstrate compliance with he Council's statutory Best Value duty. However, a competitive exercise need not be undertaken in this instance. Regulation 32 of the Public Contracts Regulations 2015 allows the Council to make a direct award (described as negotiated procedure without an advert) where competition would be absent for technical reasons. In this case the Contract relies on the GMS services that are already being provided by the GPs and this contract also relies on the patient information to which only GPs are privy. Therefore, it is likely that a competitive exercise would receive little or no interest as for practical reasons there can only really be one provider of these services The Council will demonstrate Best Value by ensuring that there are contractual terms in place to support and give powers to the Council to monitor delivery. In addition, a contract award to each of the 7 primary care networks would significantly increase the amount of council administration, requiring an individual contract with each network and reduce the opportunity to centralise NIS administration functions in a single organisation, the GP Care Group.
