## Summary

The procurement process initiated by De Montfort University involves the planning stage for the provision of a new Library Services Platform (LSP) Solution. The project is categorised under goods, specifically focusing on library management systems, and is centred in Leicester, UK. The call for expressions of interest is set to close on 23rd July 2021, followed by the submission of completed questionnaires by 30th July 2021. This engagement marks a crucial step for DMU in determining its future library services, as it seeks modern, cloud-based solutions that can adapt to emerging technologies.

This tender presents a significant opportunity for businesses specialising in software development and library services to engage with De Montfort University. Companies that offer innovative, cloud-based technologies or customisable library management systems are particularly well-suited to compete. Furthermore, firms with expertise in creating interoperable solutions and those that can facilitate a collaborative approach with academic institutions may find this tender a lucrative avenue for growth, as it aligns with the university's emphasis on modernising its service offerings.

## Notice

DMU Library Services desires a brand-new (which may include open source), modern replacement Library Services Platform (LSP) Solution to support the future development of the service. It is envisaged any LSP shall be cloud based; and will need to adopt a microservices architecture to allow for choice of applications and strong community participation for developmental purposes. Foremost we are interested in a Solution that will have many years of growth with a modern infrastructure that will support library developments. The library requires a hosting and support infrastructure and the software developed in collaboration with the library community and / or service providers who work in parallel and focus on their specialist expertise. The library is generally seeking greater levels of control over the systems and services that it will use both now, and in the future, and as such the Solution should therefore be interoperable and include APIs to support external services, systems and functions.Foremost in our considerations are: the need to provide our staff and students with the flexibility to have a personal learning experience with resources; to integrate this experience with existing learning platforms; and how data and analytics can provide insight and how emerging technology such as AI can support our work.DMU is now seeking to enter into a period of market engagement with suppliers who could provide a future LSP Solution to the University. The ME process is anticipated to include the undertaking of presentations / demonstrations on a one to one basis during August 2021, by those suppliers interested in offering this service provision in the future to DMU (precise dates to be confirmed). Presentations to take place remotely or at DMU campus, Leicester. DMU is currently reviewing all its' future options by way of arriving at a final agreed business case and ultimate decision on an agreed longterm established way forward for this area of future service provision to the University. All potential options remain under consideration and this ME exercise is intended to inform on and contribute to that ongoing exercise. This forms part of a wider current review of DMU's Teaching and Learning Applications.
