## Summary

Thames Valley Police is in the planning stage of procuring a consent-based mobile extraction software to enhance its ICT operations in collaboration with Hampshire Constabulary. The contract (ID: TVP00632) is classified under the industry-specific software category (CPV code: 48100000) and targets the regions covering Oxfordshire, Berkshire, Buckinghamshire, and Hampshire. Interested suppliers are invited to express their interest by emailing Rachel Batts at rachel.batts@thamesvalley.pnn.police.uk before midday on 20 July 2021, with related communications scheduled for 8 July 2021. This procurement will specifically provide a software application that allows extracting digital evidence safely from mobile devices of witnesses or victims at crime scenes, thus streamlining police operations without the need to seize devices.

This tender represents a significant opportunity for businesses specialising in software development, particularly those with experience in law enforcement solutions and data acquisition technologies. Companies that can deliver secure and versatile software that meets the unique needs of police forces will be especially well-suited to compete. Additionally, potential bidders should ensure compliance with the Cyber Essentials scheme and have the necessary NPPV clearance, alongside a valid DUNS number, to participate effectively in this procurement process.

## Notice

Thames Valley Police as the authority is interested in suppliers that can provide a software application for use on existing Force mobile devices to enable the safe and secure acquisition of specific consent-based digital evidence from a witness or victim mobile device at-scene, removing the need for a device seizure. We are not seeking to procure separate hardware devices as part of this requirement.

### Lot Information

Lot 1

Thames Valley Police as the authority is interested in suppliers that can provide a software application for use on existing Force mobile devices to enable the safe and secure acquisition of specific, small-volume, consent-based digital evidence from a witness or victim mobile device at-scene, removing the need for a device seizure. We are not seeking to procure separate hardware devices as part of this requirement. The software application must be able to acquire data using a variety of transmission methods (Wi-Fi, Bluetooth, USB etc.) from a variety of mobile devices (including but not limited to iOS and Android). We require the ability to verify, validate and audit the method of digital evidence acquisition, catalogue and create notes pertinent to the acquisition, and the ability to create reports to be output in a universal free-reader format. We are looking to procure this mobile phone software application to support our Frontline Officers, Crime Scene Investigators and Support Teams with their at-scene work across the Thames Valley and Hampshire regions, with the view to this software application being rolled-out to 500 Force mobile devices. Information gathered from this pre-tender market engagement activity will assist in the development of an internal business case to accompany a bid for future funding. If you are interested in the above, please express your interest by emailing rachel.batts@thamesvalley.pnn.police.uk no later than midday on Tuesday 20 July 2021. Please provide a short summary of your offering to include: The name of your organisation, company size (e.g. if an SME), and contact details, a short summary of the solution you will be recommending, and a brief overview on your experience with working or providing a solution to other police forces in relation digital evidence acquisition. Please be advised that in preparation to participate in this competition the Cyber essentials scheme is mandatory. Additional information: Thames Valley Police require all successful suppliers to have NPPV clearance. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so. There are no documents attached to this PIN to download. We require expressions of interest at this stage.
