## Summary

The FOREIGN, COMMONWEALTH & DEVELOPMENT OFFICE is conducting a tender for the "Health Research Programme Consortia (RPCs): Filling the Gaps in Evidence: Building Stronger and More Resilient Health Systems - Lot 2 (Equal)." This procurement falls under the services category, specifically focused on research and development services as classified by CPV code 73000000-2. The contract, valued at approximately £7,953,130, was awarded on 2nd July 2021 and relates to the health system resilience in the UK and globally. The procurement method utilised was selective, following a restricted procedure with a notable emphasis on delivering high-quality evidence within the health sector.

This contract presents substantial growth opportunities for businesses engaged in health research, particularly those with expertise in tackling infectious diseases, mental health, and maternal and newborn child health. Companies with experience in conducting robust evidence-based research, and development services, especially those that can demonstrate a credible approach and suitable methodologies, would be particularly well-suited. Furthermore, businesses that focus on improving health outcomes for vulnerable groups and that can address the unique barriers faced by these groups are encouraged to engage in this tender, which aligns with the UK’s commitment to the "Leave no-one behind" agenda.

## Notice

The UK is seen as a leader in health research and a higher level of UK involvement will add value to global research efforts. FCDO (DFID) has committed to the production and use of high quality evidence, data and innovation to accelerate progress towards the Global Goals. The following areas were identified as being gaps and an opportunity for the UK to intervene, given our relative strengths: (i) Tackling infectious diseases (ii) Building stronger and more resilient health systems, (iii) Improving the health of the world's most vulnerable, including sexual and reproductive health, mental health and maternal, newborn and child health.

### Lot Information

Lot 1

The goal of the Filling the Gaps in Evidence portfolio of RPCs is to produce high quality evidence that improves the health of the poorest and most vulnerable people in developing countries. The purpose of this component is to generate new knowledge on how to address marginalisation or exclusion of vulnerable groups. The UK is firmly committed to the "Leave no-one behind" agenda. For development gains to be achieved, concerted efforts must be made to reach the poorest and most marginalised. Groups at risk may include people with disabilities, women, children and adolescents and conflict affected populations. Research submissions are expected to include a gender and disability lens i.e. how has the programme design taken into consideration how people with disabilities/men/women are impacted by the issue being researched? What are the different barriers they face? How will the research contribute to an evidence base on how to address these issues? An intersectional lens is critical to better understand the issues. Proposals can address any one or more of the following areas: * Mental Health * Sexual and Reproductive Health Rights * Maternal and Newborn Child Health * Improving health outcomes for vulnerable groups Additional information: PO8397 was the tender process for a lotted procurement following the Reg 14 Research Exemption which resulted in 7 individual contracts across three lots, previous TED Contract Award Notice - OJ S: 2021/S 057-145367 provides the detail for 6 of these contracts (PO8610, PO8611, PO8612, PO8614.
