## Summary

The procurement process involves the West of England Combined Authority (WECA) which is seeking service providers for the "Provision of Delivery Organisations to support the Green Homes Grant Local Delivery Phase 2" in the Dorset LEP Area. This tender, identified as DN550928, has reached the award stage and concerns the installation of insulation and energy efficiency measures to assist low-income households suffering from fuel poverty. The contract has a value of £5,286,902 and was signed on 15 July 2021, with the completion of delivery expected by the end of December 2021. The procurement method used is limited, specifically negotiated without publication of a contract notice due to the absence of suitable tenders from an initial procedure.

This tender represents a significant opportunity for businesses specialising in energy efficiency, construction, and architectural services to expand their portfolio, particularly those experienced in supporting vulnerable households. As the contract is awarded directly to E.ON Energy Solutions Limited, businesses in similar fields can explore partnerships or subcontracting arrangements to participate in the delivery process. The focus on energy efficiency measures opens avenues for both large and small firms, especially those skilled in installation, assessment, and post-installation support, to leverage this initiative for business growth within the public sector.

## Notice

The West of England Combined Authority is appointing E.ON Energy Solutions as the Delivery Organisation for the Dorset LEP Area to deliver the entire Customer Journey (lead generation through to installation completion). The contract, valued at PS5,286,902 concerns the installation of insulation and other energy efficiency measures, non-fossil fuel heating and micro-generation measures in the homes of households who are either on low incomes and are identified as suffering from fuel poverty.

### Lot Information

Lot 1

The Delivery Organisation is responsible for managing the end-to-end Customer Journey, which includes but is not exclusive to: marketing and engagement, assessing the household's eligibility, conducting a property assessment, identifying the Measures are suitable for the Dwelling, carrying out a technical assessment, installing the Measures, arranging a mid and post-Installation Inspection (as appropriate), arranging billing of the Authority and the Customer, as appropriate, and following up with monitoring and evaluation as per the relevant PAS2035 pathway.

### Procurement Information

Justification for the direct award under Regulation 32(2) A. WECA intend to directly award a contract to E.ON Energy Solutions Limited for the services described in of this notice. It is doing so for the following reasons: 1.For the Dorset LEP Area. The initial open procedure procurement exercise linked to notice FTS number 2021/S 000-004760 - dated 09/03/21 generated no tender submissions. 2.WECA is of the view, acting in good faith, that the intended contract award is made in compliance with Regulation 32(2)(a) as the initial contract conditions will not be substantially altered. The key contract terms (payment model, liability levels, indemnity levels) remain unaltered. Delivery time frames (i.e end of December 2021) remain unaltered. 3.Despite not being explicitly required to do so by Regulation 32, WECA has sought to apply the same selection criteria as used in the initial procurement to the intended contractor for the purposes of fairness and transparency. However it has applied a more proportional approach to Public Liability insurance, requiring a baseline of PS5m rising to a maximum of PS25m when high risk installations are identified. WECA intend to conclude contracts with E.ON Energy Solutions Limited on the 26/07/21
