## Summary

Portsmouth City Council is initiating a tender for a Meals on Wheels Concession Contract, primarily focusing on the delivery of meals to vulnerable adults within the Portsmouth city boundaries (PO1 - PO6). The procurement is currently in the planning stage, with the contract award expected on 27 October 2021 and intended service commencement on 1 March 2022. This service will be operational 365 days a year, with an estimated annual contract value of approximately £280,000, totalling around £1,960,000 over a potential maximum contract duration of 7 years, based on performance. The procurement process follows an open procedure as outlined in the Public Contracts Regulations 2015, with submissions due by midday on 10 September 2021.

This tender presents significant opportunities for businesses involved in catering and social care services, particularly those that can adapt to meet specific dietary needs, including options for minority ethnic communities. Providers should have the capability to deliver hot meals consistently while implementing promotional strategies to attract new clients, as the service aims to support approximately 140 current users and grow the customer base. Companies with experience in meal preparation and delivery, alongside a strong commitment to social responsibility, would be particularly well-suited to compete for this contract.
